*21 GTR ACCOUNTING UNIT HEADS-RECRUITMENT OF PERSONNEL ON BEHALF OF THE NATIONAL COMMITTEE TO FIGHT AGAINST AIDS, THE NATIONAL PROGRAM TO FIGHT AGAINST TUBERCULOSIS AND THE NATIONAL PROGRAM TO FIGHT AGAINST MALARIA- MINSANTE – Ministry of Public Health Cameroon*

RECRUITMENT OF PERSONNEL ON BEHALF OF THE NATIONAL COMMITTEE TO FIGHT AGAINST AIDS, THE NATIONAL PROGRAM TO FIGHT AGAINST TUBERCULOSIS AND THE NATIONAL PROGRAM TO FIGHT AGAINST MALARIA

As part of the implementation of Grant Cycle 7 of the Global Fund to Fight AIDS, Tuberculosis and Malaria (2024-2026), the Minister of Public Health, Principal Recipient of the said Grant, plans to recruit several staff on behalf of the National Committee to Fight AIDS (CNLS), the National Program to Fight Tuberculosis (PNLT) and the National Program to Fight Malaria. Support for the personnel to be recruited will be provided by the GC7 Budgets of the Global Fund to Fight AIDS, Tuberculosis and Malaria.
The personnel needs are:




G. GTR ACCOUNTING UNIT HEADS > Number of positions: Twenty-one (21) Places of assignment:
*GTR/SIDA (08): Center, East, Far North, Littoral, North, North West, South and South-West, whose headquarters are located in each capital of the aforementioned Regions,
*GTR/PNLT (05): Adamaoua-East Zone (01), Center-South Zone (01), Littoral-South-West Zone (01), North and Far North Zone
(1), West and North West Zone (01);
*GTR/PNLP (08): Adamaoua, Center, Littoral, North, North-West, West, South and South-West, whose headquarters are located in each capital of the aforementioned Regions.
Responsibilities:
Placed under the authority and responsibility of the GTR Coordinator and the supervision of the GTC Chief Accountant, the Head of Accounting Unit will have the essential mission of ensuring the daily administrative and accounting management of the GTR in accordance with the requirements and specificities of the Funder. As such, he will have to carry out the following missions:
     Carry out the imputations by filling in the relevant files every day after collecting the necessary supporting documents,
     Ensure the processing of the GTR’s accounting;
     Receive supporting documents for activities;
     Ensure the monthly production of the GTR’s accounting and financial statements •
     Ensure internal control before their transmission to the GTC of the GTR’s accounting and financial reports •
     Establish and enter the related accounting allocation sheets (invoices, statements, cash transactions, payroll and fixed assets);
     Submit to the GTC/CNLS, monthly reports on the financial statements no later than the fifth (05th) of the month following that of reporting, for electronic and physical versions,
     Carry out periodic inventories to be sent to the GTC/CNLS for consolidation;
     Establish and archive withholding tax certificates (AT and IR);
     Establish payment requests and requests for withdrawal of funds;
     Establish Mission Orders and mission and per diem and workshop expense sheets; Monitor input stocks if necessary;
     Assist the Chief Accountant in all tasks for which his collaboration is required and with financial reports;
     Assist the GTR Coordinator in financial tasks for which his collaboration is appropriate. • Ensure all other tasks entrusted by the hierarchy.
Job profile:
     Be of Cameroonian nationality;
     Hold a diploma in accounting and management (BAC+ 2 years minimum);
     Have at least 2 years of professional experience in a similar position;
     Master computer tools: Word, Excel, Power Point, etc. ,
     Have good analytical skills;
     Master the accounting operations of Projects financed by Donors (Global Fund, World Bank,
     Master project management and accounting software (knowledge of TOMPRO is an asset);
     Good knowledge of both languages ​​(French and English) would be an asset;
     Being able to work in a team, under pressure, in a multicultural environment;
     Having a sense of organization, good behavior;
     Enjoying good morality and good professional integrity;
NB: Experience in a health program would be another asset.

III. COMPOSITION OF APPLICATION FILES
Application files placed in a single closed envelope (a sealed envelope) must include:
a. a cover letter including the position requested to be sent to the Minister of Public Health
b. a detailed Curriculum Vitae stating the candidate’s qualifications and professional experience signed and dated;
    vs. a certified copy of the birth certificate;
d. A certified photocopy of the valid National Identity Card; certified copies of the required diplomas, signed by the competent administrative authority; a certificate of presentation of the original diplomas;
g. a 4×4 ID photo;



h. an extract from the criminal record bulletin no. 3 dating from less than three (03) months; a medical certificate issued by a doctor working in a public health facility;
j. proof of the candidate’s professional experience (employment contracts, work certificates, end of internship certificate, etc.);
k. two (02) addresses of reference persons.
NB: The following are not authorized to apply:
         Minors under the age of 18;
         Adults who have reached the retirement age limit (60 years);
     State Agents (Civil Servants and Administrative Contractors, with an active registration number or in the process of integration),



     People who have already occupied one of these positions within the former STBP-FM, from I UCS-FMP, one of the three programs co-financed by the Fund. Mondial whose departures resulted in a history in these programs,
  People who have been the subject of resignation at the ex-STBP-FM, at the UCS-FMP, or one of the three programs (CNLS, PNLP , PNLT);
Furthermore, candidates cannot apply for more than one position at a time. Those who submit two or more applications for different positions will be purely and simply disqualified, without any form of procedure. Incomplete files, regardless of the missing document, will not be considered.
IV. SELECTION PROCEDURES
The main selection methods for candidates are as follows:
     Study of the application file;
     Interview and with the jury and possibly practical test.




V. SUBMISSION OF APPLICATIONS

Each application file written in French or English must be received no later than April 19, 2024 at 3:30 p.m., local time, in a closed, non-identifiable envelope and against registration and discharge in a register,in five (05) copies including one (01) original and four (04) copies:
1. In the Regional Technical Groups for the Fight against AIDS (GTR/SIDA) of the 10 regional capitals; or
2- to the Secretariat of the Grant Coordination Unit of the Global Fund to Fight AIDS, Tuberculosis and Malaria, located after the Cameroonian Red Cross in Yaoundé. The envelope (envelope) must bear the words:
