Context

Première Urgence Internationale (PUI) is a Non-Governmental Organization of international solidarity, non-profit, apolitical and secular. Its objective is to respond to all the basic needs of civilian victims endangered, marginalized or excluded by the effects of natural disasters, wars and situations of economic collapse. PUI is present in 22 countries, in Africa, Asia, the Middle East, the Caucasus and the Caribbean, and operates in the areas of food security, health, nutrition, infrastructure rehabilitation, water and sanitation and economic recovery.

 




 

PUI has been present in Cameroon since 2008, first on the Eastern Front / Adamaoua then in the Far North (EN) in 2014/2015, via its base in Maroua. It carries out emergency and recovery activities in Water Hygiene and Sanitation (WASH), Food Nutrition Security and Livelihoods (SANME), Essential Household Items (AME)/Shelter. Since 2017, PUI has expanded into Logone-et-Chari (LC) from its base in Kousseri where teams carry out projects in SANME, EHA, Abri AME as part of the Rapid Response Mechanism (RRM).

As part of the implementation of projects and programs, PUI is recruiting a Base Logistics Assistant in Kousseri.

Overall objective 

Under the direct responsibility of the Logistician, the Base Logistics Assistant participates in the implementation of base logistics activities in order to provide the necessary resources for the implementation of the programs that Première Urgence Internationale is developing in the Region. Far North in Cameroon.

 

 

 

Responsibilities and fields of action

  • Contribute to the management of base security;
  • Ensure the management and administrative management of personnel under their hierarchical responsibility;
  • Ensure the supervision of base logistics teams;
  • Guarantee the provision of supplies to the base;
  • Ensure the development and maintenance of base buildings;
  • Ensure the management of base equipment;
  • Ensure the daily and administrative management of the base vehicle fleet;
  • Participate in reporting and internal and external representation of the base logistics department;
  • Participate in the financial management of the base.

 

Specific objectives and associated activities

CONTRIBUTE TO BASE SECURITY MANAGEMENT

  • He/(She) participates in updating the monitoring of SECU events.
  • He/(She) participates in setting up and enforcing all the security rules defined on the base.
  • He/(She) participates in the collection and transmission of security information on the base to his/her manager.
  • He/(She) ensures that the buildings in the base coverage area are compliant and equipped according to the organization’s security standards.
  • He/(She) ensures the implementation and compliance with security procedures in the coverage area of ​​his/her base and, if necessary, organizes training sessions for his/her line manager.
  • He/(She) reports to his/her superiors any breach of the security rules of his/her base.
  • He/(She) ensures that safety trunks and first aid kits are up to date.

ENSURING THE MANAGEMENT AND ADMINISTRATIVE MANAGEMENT OF PERSONNEL UNDER HIS HIERARCHICAL RESPONSIBILITY

  • He/(She) ensures the daily management of the activities of the logistics staff under his/her hierarchical responsibility, defines priorities, ensures that everyone’s tasks run smoothly and arbitrates any conflicts.
  • He/(She) organizes the weekly meeting of the base logistics department, ensures that the logistics team’s action plan is updated and monitors the progress of everyone’s tasks.
  • He/(She) ensures the administrative management of the personnel under his/her hierarchical responsibility in collaboration with the administration.
  • He/(She) carries out staff assessment interviews under his/her hierarchical responsibility and participates in interviews with staff with whom he/(she) has a functional link.
  • He/(She) ensures the training of staff under his/her hierarchical responsibility.
  • He/(She) provides training in the organization’s logistics procedures and tools under the supervision of his/her line manager.


PROVIDE SUPERVISION OF BASE LOGISTICS TEAMS

  • He/(She) participates in the supervision of the entire base logistics team.
  • He/(She) communicates regularly with all staff with whom he/(she) has a functional link.
  • He/(She) plans his/her team’s leave in collaboration with the human resources department.
  • He/(She) participates in sizing the base logistics team.
  • He/She participates in the recruitment of base logistics personnel.


GUARANTEE THE ACHIEVEMENT OF THE BASE’S SUPPLY

  • He/She ensures the progress of purchases made by the base.
  • He/She ensures the drafting of purchase requests for the budget lines under his/her responsibility.
  • He/(She) prepares purchasing files in accordance with the NGO’s procedures.
  • He/(She) negotiates costs while having a quality/cost/time approach.
  • He/She ensures the proper archiving of the base’s purchasing files.
  • He/(She) participates in the purchase validation process.
  • He/(She) participates in the preparation and conduct of audits.
  • He/(She) participates in financial and administrative management in his/her field of activity.
  • He/She supervises the transportation and delivery of materials to their final destination.
  • He/(She) draws up the transport documents accompanying the goods.
  • He/(She) carries out or supervises the physical management of the base’s stocks.
  • He/(She) carries out or supervises the administrative management of the base’s stocks.
  • He/(She) writes or compiles the monthly inventory monitoring report for the area and transmits it to project managers.

ENSURE THE DEVELOPMENT AND MAINTENANCE OF BASE BUILDINGS

  • He/(She) supervises or carries out all repair, maintenance or development work on the base.
  • He/(She) carries out regular inspection visits to all buildings in the area in order to identify any repairs, maintenance or improvements to be carried out.
  • He/(She) supervises daily workers and contractors contracted to carry out work on the base.
  • He/(She) supervises the maintenance and repairs of the base’s domestic equipment.
  • He/(She) ensures that there is a permanent stock of cleaning products/stationery on the base.

ENSURING THE MANAGEMENT OF BASE EQUIPMENT

  • He/She participates in the technical choices of the base’s logistics equipment.
  • He/She ensures the daily and administrative management of the base’s equipment.
  • He/(She) participates in the installation of base equipment, ensures their proper functioning, their maintenance and the conduct of necessary repairs.
  • He/(She) participates in the development of equipment use procedures and the training of their users.
  • He/(She) alerts his/her superior and the coordination when equipment is obsolete/broken.
  • He/(She) sizes the equipment with the help of his superior. For any remaining items, he/she will alert the coordination for action.
  • He/(She) monitors the “fleet” contract with Orange and the internet service provider in collaboration with logistics coordination.

ENSURING THE DAILY AND ADMINISTRATIVE MANAGEMENT OF THE BASE’S VEHICLE FLEET

  • He/(She) participates in planning the movements of base vehicles.
  • He/(She) ensures the drafting of the weekly schedule for the base vehicles and transmits it to logistics coordination while respecting the defined deadlines.
  • He/(She) ensures rental vehicle reservations in accordance with user requests.
  • He/(She) ensures that all vehicles are equipped with the necessary equipment and documentation before any trip (checklist).
  • He/(She) ensures the proper functioning of the vehicles, their maintenance and the carrying out of necessary repairs.
  • He/(She) ensures that the administrative management of the park conveys from the base, in particular their documentation in collaboration with logistics coordination.
  • He/(She) pays particular attention to safety issues relating to the use of vehicles (authorized persons, special conditions, safety equipment, etc.).
  • He/(She) ensures the implementation and completion of travel monitoring, fuel management and maintenance tools (log books).
  • He/She monitors the consumption of base vehicles and, if necessary, makes the necessary adjustments to operating procedures.

PARTICIPATE IN REPORTING AND INTERNAL AND EXTERNAL REPRESENTATION OF THE BASE SERVICE

  • He/(She) participates in the internal and external reporting of the base.
  • He/(She) ensures the archiving of the base’s logistical documents.
  • He/(She) ensures monthly logistics reporting for the base.
  • He/(She) participates in the organization’s internal and external meetings.
  • He/(She) represents the organization with partners and local authorities at the request of his/her hierarchy.
  • He/(She) ensures effective communication of information to other base services and with logistics coordination.

PARTICIPATE IN THE FINANCIAL MANAGEMENT OF THE BASE

  • He/(She) respects all financial management procedures of the organization.
  • He/(She) justifies all his/her advances and professional expenses in accordance with the organization’s procedures.
  • He/She controls the cash flow forecast for purchases processed by the base.


Required profile

  • Minimum Bac + 2 or any other equivalent diploma in logistics.

Professional experience 

  • Experience of at least one (02) years continuous in a similar position in a logistics company OR at least one (01) year in a similar position in an international organization

Terms

  • Position based in Kousseri (Far North region)
  • Fixed-Term Contract.
  • Salary defined according to the PUI salary scale.
