Faced with a growing humanitarian crisis, the IRC is launching emergency programs in the Far North and South West region of Cameroon. Planned programs include environmental health, food security, education, child protection, women’s protection and empowerment, and protection and rule of rights.

1. General job description

Under the direct supervision of the ERD Project Manager, the Cash and Livelihood Officer is responsible for ensuring the design, implementation, monitoring and evaluation of ERD program projects in Logone and Chari. .

 




 

2. Responsibilities

3.1. Specific tasks

The Cash and Livelihood Officer will coordinate activities at the Kousseri base and will be responsible for:

Carry out regional diagnoses / assessments that take into account both the technical aspect; financial, regulatory and environmental aspects of livelihood activities in the areas of intervention of ongoing projects;

Participate in the sensitization of key actors, community authorities, communities and target households on the objectives, deadlines, rights and activities of the program in general.

Ensure the community mobilization process in the targeted geographical area; Participate in the identification, registration and selection of project beneficiaries according to the selection criteria defined by a community targeting approach.

Participate in sensitizing key stakeholders, community leaders, communities and households on program objectives, timelines, amounts and program activities in general.

 

 




Work closely with Community Targeting Committees (CCCs), Grievance Management Committees (CGPs) and collaborate with them in the identification and selection of beneficiaries.

Implement cash transfer and distribution activities to beneficiaries;

Collaborate with MINEFOP (DDEFOP) in the context of vocational training for young people;

Train clients in entrepreneurship and support them in setting up a realistic and achievable business plan;

Collaborate with MINADER (DDADER) in setting up and supporting Simplified Cooperative Societies (SCOOP).

Coordinate the collection, verification, compilation, analysis and dissemination of data on cash activities, food security and livelihoods of the DRE sector as well as any other analysis requested;

Ensure good working and partnership relations with the personnel of the departmental delegations of the Ministry of Employment and Vocational Training (MINEFOP), the Ministry of Livestock, Fisheries and Animal Industries (MINEPIA) and the Ministry of Agriculture and Rural Development (MINADER) in the geographical area of ​​the project of the DRE project.

Supervise data collection and ensure the standardization and updating of the databases of the activities for which he is responsible;

Participate and represent IRC in internal and external meetings and forums on the themes of cash, food security and livelihoods in Logone & Chari

3.2. Monitoring

Collect relevant data during the implementation of the project and provide regular reports to his supervisor

Organize field visits, educational talks with beneficiaries,

Assist in the collection of data during surveys and post-distribution evaluations if necessary

Manage complaints from beneficiaries and non-beneficiaries

Support households in the proper use of financial resources

All other functions assigned by the supervisor to enable the development of IRC programs

Follow up on purchase requests if necessary

3.3. General

Commit to respecting the IRC Way (IRC Ethics).

Commit to ensuring the optimal implementation of these Policies in its work environment.

Be available to carry out any other specific task deemed useful by his direct superior or by the IRC

Participate in the drafting, analysis and validation of internal and external reports (weekly, monthly and donors) of the various activities for which he is responsible responsible ;

Profile

Degree in Economics, International Development, Sociology/Psychology, Agronomy or Nutrition, or relevant significant and equivalent professional experience

Minimum 2-3 years of experience in the implementation of activities initiated by an NGO with a good background in emergency and in community development projects

Excellent understanding of the processes of identification, selection and registration of beneficiaries with the involvement of the community

Skilled and experienced in the conduct of cash transfer activities the distribution of non-food items in a humanitarian configuration

Have excellent computer skills: Word, Excel, Power Point and MS Outlook.

Have a sense of organization and a strong aptitude for time management.

Have excellent interpersonal and teamwork skills.

Be able to work independently and in a team.

Have strong skills in time management, project study, organization of staff working under his direction.

Have excellent planning and communication skills.

Proficiency in French and some local languages, cultures and traditions (Arabic choa, kanouri and kotoko)

Having the ability to speak English fluently is an asset

Being of Cameroonian nationality
