TERMS OF REFERENCE
For the recruitment of a consultant-trainer in charge of developing a tool for civil society to take into account gender and human and social rights in malaria programs and list high-impact activities for community engagement in concept notes.



    I. Background

Impact Santé Afrique (ISA) coordinates the Civil Society Organizations (CSO) Platform for Malaria Elimination (CS4ME).
Since January 2023, CS4ME has been implementing a Technical Assistance project, aimed at supporting the significant commitment of people affected by malaria in 09 African countries: Benin, Cameroon, Congo, Côte d’Ivoire, Madagascar, Niger, Nigeria, DRC, Senegal.
As part of this project, ISA intends to strengthen the capacities of civil society in taking gender and human and social rights into account in malaria programs, as well as in high-impact activities for better community engagement, particularly in the Grant Cycle 7 (GC7) process, formerly NFM4. It is with this in mind that we are looking for a Consultant-trainer.



 

Objectives  
The main objective of this service is to design a tool to strengthen the capacities of civil society in taking into account gender and human and social rights in malaria programs, as well as in high impact activities for a better community engagement in concept notes.

Specifically, it will be a question of:
▪ proposing a methodology to be validated by ISA,
▪ proposing the themes and modules to be addressed in the tool in view of current events,
▪ take into account the tools already developed by CS4ME and other organizations (the CRG sheets of the Global Fund, the CRG advocacy notes, the modular framework, the annual declarations cs4me world malaria day, the Call from Civil Society and Communities Francophone Africa developed as part of the Community Engagement Forum in Cotonou, Benin, the NFM3 review carried out by the CS4ME secretariat, etc.) ▪ take into account the contents of the
necessary “Technical Briefs” from the Global Fund and other tools (WHO; RBM; Initiative; …) on malaria,
▪ issue key recommendations for Global Fund programs in the countries,
▪ develop the detailed content of the tool, the design of which will be carried out by ISA,
▪ develop a PowerPoint presentation of the tool,
▪ participate as a trainer in the webinar organized by ISA on the tool.
II. Duties and responsibilities of the consultant-trainer

 

 

 

Placed under the direct supervision of the Executive Director of Impact Santé Afrique (ISA), and working in collaboration with the Senior Civil Society Engagement Officer, the consultant will carry out the following tasks: • Participation in working
meetings with the ISA team, CS4ME secretariat;
• Development of the training tool for capacity building of CSOs;
• Review and validation of the training tool;
• Online training of CSOs on the newly developed tool;
• Drafting and presentation of the results and the overall report of the training (procedure, inventory, assessment of CSOs, recommendations). Main deliverables expected:
1. A tool, the first part of which concerns the consideration of gender and human and social rights in malaria programs, and the second part of which lists high-impact activities for better community engagement is developed, reviewed and validated;
2. CSO members of CS4ME are trained in taking into account gender and human and social rights in malaria programs, as well as in high-impact activities for better community engagement;
3. An end of mission report is drafted and submitted to the NGO ISA.

1. Period of the expert mission
This consultation mission will take place from Monday March 13 to Wednesday March 22, 2023.

2. Profile of the candidate
The desired expertise will relate to the recruitment of a consultant-trainer whose qualifications and skills are presented as follows:
o Degree in one or more of the following fields: Master’s degree in Public Health/Community Health, gender studies, social sciences, development sciences or equivalent specialization;
o Extensive experience in gender and/or human rights studies, community engagement and CSO capacity building;
o Familiarity with Global Fund processes; o Experience in facilitating workshops and coordinating multi-sectoral partners in the field of health, leadership qualities and skills in facilitating consensus;
o Good writing, analysis and synthesis skills; o Familiarity with remote meeting and conferencing applications.

3. Application file 
– A dated and signed CV, including 3 professional references;
– A technical sheet presenting the methodology used and the chronogram of the activities (2 pages maximum);
– A financial offer (1 page maximum).

4. Evaluation of offers  
The evaluation of the offers received will be based in particular on the following criteria:
(i) The experience of the candidate in the conduct of missions similar to those specified in these terms of reference;
(ii) Understanding the expectations of the mission and the proposed intervention methodology;
(iii) The proposed financial offer.
