RECRUITMENT NOTICE: INFRASTRUCTURE OFFICER
Identification
Position title: Infrastructure Officer
Reports to: Project Manager
Place of assignment: Mora
Type of contract: Fixed-term contract
Duration of contract: 11 months
Availability: February 2024
In close collaboration with the agent and field supervisors of the project, the Infrastructure officer contributes
, under the responsibility of the Project Manager (CP), to ensuring the technical supervision of the
hydrological and hydraulic activities of the project, in particular: Diagnosis of drilling implementation areas
, geophysical tests, construction supervision drilling and sizing of
agricultural irrigation plots, management of works, community mobilization, awareness-raising and
technical training of beneficiaries.
Under the direct supervision of the Project Manager and in close collaboration with field agents and
field supervisors, the Infrastructure officer ensures the management and implementation of all
hydraulic works in all project intervention areas. He ensures the proper execution of the entire
hydraulic program of INTERSOS Cameroon according to an action plan established by the latter and in
consultation with his collaborators while respecting the strategy established by the organization and
local, state and humanitarians involved in the field. He organizes the work of the team
responsible for maintaining the boreholes, and directly supervises the service providers who carry out
the work on the hydraulic structures.

 





Missions and Responsibilities
Coordination and external representation
• Ensures planning, implementation, monitoring and evaluation of the hydrological and
hydraulic sector of the project;
• Provides supervision, performance evaluations and technical training of sector
and community staff;
• Under the supervision of the Project Manager and following the communication charter, ensure
effective and timely communication with WFP staff on field operations;
• Ensures coordination of the sector with partners and Sectors involved in the field;
• Actively participates in weekly and/or monthly Wash sectoral meetings with
partners and presents INTERSOS action plans, the status of their implementation and the results
obtained as well as lessons learned and best practices.
Supervision, monitoring and reporting • Plans, organizes and supervises field work for all hydrological and
agricultural hydraulics according to the strategy and priorities established by the project;
• Is responsible for the management, implementation of activities and obtaining results in the
field of hydrology and agricultural hydraulics;
• Regularly visits the field to assess program performance and orients staff on implementation
;

 



 

• Writes regular reports on the progress of activities to be transmitted to the deputy project manager
and/or project manager.
• Develop monthly, quarterly and annual action plans in accordance with
available budgets;
• Ensures that sector staff implement and report activities in accordance with
established action plans;
• Ensures the continuing training of the sector team on a technical level, the standardization of
participatory approaches and the monitoring and evaluation of sector activities;
• With the support of the Project Manager, ensures compliance of activities with the various departments
(finance, security, logistics and MEAL) and monitors any ongoing processes in this regard;
• Organizes training for committees on their roles and responsibilities, etc.;
• Check the consistency and quality of the information provided by the teams and ensure their compilation
and validation by the Deputy Project Manager;
• Participates in the development of the terms of reference for the various monitoring;
• Assumes all other objective tasks assigned by his supervisor.
• Participate in donor reports and the preparation of new proposals.
Implementation of hydraulic, hydrological and agricultural activities
• Defines results indicators and sets up data collection tools;
• Carry out geophysical studies of areas selected for the construction of boreholes;
• Establish pipeline and sizing plans for agricultural areas;
• Ensures the installation of solar/photovoltaic drilling system equipment for
productive use for agricultural and fish farming areas;
• Ensures the supervision of construction and maintenance of agricultural and fish farming hydraulic structures

• Conducts training sessions for beneficiaries using participatory methods;
• Reorganize and revitalize water point management committees;
• Develops the capacities of staff, management committees, repair craftsmen and partners
on specific themes of the sector including the self-management system of works.
Data managment
• In collaboration with the M&E team, facilitates the collection and compilation of data for the various
indicators;
• Ensures that the quality of the data collected is correctly treated before its submission to the
Project Manager;
• Ensures that the archiving system is respected. That it respects internal regulations and those of
donors and that the ranking is regularly maintained.
Human resources management
• Controls, empowers and evaluates the performance of the entire project team under his
direct supervision; • With the support of the Project Manager and the Deputy Project Manager, define the terms of reference for
community mobilizers, supervise their monitoring by FFA/Nutrition Field Agents;
• Clarifies roles, assigns clear tasks/responsibilities and establishes work plans and roadmaps
for each team member under his direct supervision;
• Ensures clear delegation of responsibilities and empowers team members under his
supervision;
• Relays HR questions raised by the teams to the Project Manager.
• Values ​​and motivates staff on their responsibilities and their contributions to carrying out the
sector’s activities;
• Permanently evaluates the performance of staff under his supervision and highlights
their strengths and weaknesses.
Analysis and strategy • Analyzes the weak points and strong points of the project through impact surveys and monitoring
surveys ; • Analyzes the operational context, identifies financing opportunities and the various risks for the project and the organization; • Participates in the development of new proposals. Accountability – In collaboration with the accountability focal point, ensures that all accountability tools are implemented at all stages of the project and ensures their optimal functioning. – Engages teams and actively reports cases of fraud or abuse; – By keeping a register, ensures that the opinions and suggestions of beneficiaries on project activities are taken into account; Job requirements Education ▪ Minimum Bac+3 university degree in hydraulics/ Agricultural hydraulics. Professional experience ▪ At least 3 years of experience in a similar position in the field of agricultural borehole construction in the humanitarian context; ▪ Excellent understanding of food security and livelihood programs;

▪ Have strong skills in organizing staff working
under supervision
Language ▪ Mastery of French (written and spoken) Knowledge Skills

ability to manage activities and teams;
▪ Excellent team management and activity planning skills;

▪ Accomplished reporting skills;
▪ Rigor in work;
▪ Hold a motorcycle driving license, category A (motorcycle driving
is compulsory, therefore eliminatory).
