SUMMARY OF JOB DUTIES

Under the general authority of the Assistant Director-General for Education, the guidelines of the Director of the UNESCO Regional Office for Central Africa and the direct supervision of the Regional Coordinator for Education (based in Yaoundé) and in close collaboration with the Regional Education Advisor for Health and Wellbeing for West and Central Africa (based in Dakar), the post holder will be responsible for the planning, effective implementation and monitoring of UNESCO’s work on education for health and well-being through the Our Rights, Our Lives, Our Future (O3) program and the Unified Budget, Results and Accountability Framework of the UNAIDS Secretariat (UBRAF) in Cameroon and in the countries of Central Africa that do not have national UNESCO representation (CAR,Sao Tome, Equatorial Guinea).

 

 

 

S/he will be responsible for providing technical expertise on key themes including comprehensive sexuality education (CSE), gender, school-based gender-based violence and discrimination, interpersonal violence, STIs/and HIV , unsafe abortions, poor diet, drug use and other health issues, but also the social and economic conditions that contribute to them, recognized in the Maputo Protocol (2003), the Maputo Plan of Action ( 2016-2030) and the African Charter on the Rights and Welfare of the Child (1990), such as child marriage, exploitation, harmful practices such as female genital mutilation.

The incumbent will work under the general authority of the Director of the UNESCO Regional Office in Yaoundé, the direct supervision of the Head of the Education Sector and in close collaboration with other specialists in the Education sector. As such, he/she will perform the following tasks and responsibilities:

Program and technical support for the O3 program and UBRAF

Identify opportunities for UNESCO’s engagement in policy development and programming on HIV, sexuality education and other health issues (as part of the new UNESCO Strategy on Health and well-being (2022 -2029), the Global AIDS Strategy 2021-2026 (UNAIDS), the African Union continental strategy on Education for the health and well-being of young people in Africa which derives from CESA (2016-2025), national strategies and UNAIDS division of labour);
Facilitate the strategic planning process within UNESCO for engagement in these opportunities;
Liaise with UNESCO structures, including the Health and Education Section at UNESCO Headquarters and colleagues in the Regional Office for Central Africa and the Sub-Region working on HIV and AIDS, in particular the regional HIV and AIDS team for West and Central Africa;
Support UNESCO programming on health education, in collaboration with other staff working on HIV and health education, with particular emphasis on interventions supporting national efforts to prevention of STIs and HIV, intensification of sex education, prevention of gender-based violence, gender-based violence in schools, major pandemics and
Facilitate technical support to the Ministries of Education, Training and other national and regional partners, particularly in the development of study and training programs;
Support capacity building interventions in the education and training sector, through the organization of meetings and workshops to develop global action on HIV and health and contribute to national and regional responses;
Contribute to advocacy efforts at regional and country level, to advance the use of evidence and strengthen joint UN and national responses to HIV and AIDS.
Planning, budgeting, M&E and reporting

Support the strategic planning and budgeting of UNESCO’s engagement in HIV and sexual and reproductive rights programming in Cameroon and Central African countries without national UNESCO representation (CAR, Sao Tomé, Equatorial Guinea) in accordance with UNESCO’s commitments as a UNAIDS Co-sponsor;
Support timely program implementation, monitoring and evaluation, and reporting for O3 and UBRAF projects;
Assist in developing concrete action plans and mechanisms for collaboration with Regional Economic Communities, such as CEMAC and ECCAS on O3 and UBRAF projects;
Support the monitoring of O3 and UBRAF project expenditures in accordance with the approved budget, in liaison with the national and regional managers of the 03 and UBRAF program in Central Africa and from headquarters;
Ensure timely narrative and financial reporting on elements of O3 and UBRAF national projects as well as the budget portfolio under the incumbent’s responsibility, both within UNESCO and to external donors, as appropriate.
Representation and Partner Relations

Represent UNESCO in appropriate coordination forums, such as Joint UN Teams on HIV and AIDS, regional working groups, inter-agency meetings and thematic meetings;
Develop and maintain partnership relationships with Ministries of Education and Training, Ministries of Health, National Commissions for UNESCO, national bodies and development partners, including civil society organizations . Provide technical advice and guidance for the further development of their capacities and activities;
Support UNESCO’s participation in regional structures and processes.

Resource mobilization

Support resource mobilization efforts, including the development of proposals from UNESCO and its partners, and provide technical assistance to Ministries of Education and Health to access funding for the health sector response education about HIV and other health issues.

REQUIRED QUALIFICATIONS

Education

A higher university degree (Master II or equivalent) in education, human or social sciences, public health or in a relevant field relating to the key themes.

Work experience

At least five years of relevant professional experience in fields related to education for health and well-being, sexual and reproductive education, gender-based violence and discrimination in and out of school;
Experience working in fora, theme groups and coordination teams on HIV and AIDS (Joint UN Teams on HIV and AIDS, national coordination group on adolescent sexual and reproductive health, etc.);
Experience in the development of study and training programs the evaluation of learning including the use of technological devices in education;
Proven experience in strategic planning and project management, particularly with regard to the monitoring and evaluation of educational projects;
Successful track record in resource mobilization;
Experience teaching, working collaboratively and interacting in adolescent/youth discussion forums would be an asset.

Skills and Competencies

Good understanding of country and sub-region, education sector development work;
In-depth knowledge and high level of technical writing skills on HIV prevention, sex education and school-based gender-based violence;

Languages

​​Excellent knowledge (oral and written) of French and a good knowledge of English.
SALARIES AND ALLOWANCES

UNESCO salaries consist of a basic salary and other benefits which may include, where applicable: 30 days of annual leave, family allowance, medical insurance, pension plan, etc.

The annual starting salary for this position is approximately US$43,700.
