Purpose of the position

 

 

The African Union Commission (AUC) has secured funding from the European Union for the implementation of the Global Framework for Climate Services (GFCS) under the Intra-ACP Program for Climate Services and Applications (ClimSA ). The program addresses climate information along the climate services supply chain, including the production and delivery of climate services, access to information, user interface platforms and capacity building of key stakeholders including Regional Economic Communities (RECs), National Meteorological and Hydrological Services (NMHSs) of Member States and Regional Climate Centers (RCCs). Its purpose is to enable Member States to develop science-based climate information and predictions and to integrate them into development planning and decision-making at all levels, and to better manage the risks associated climate variability and its evolution. Furthermore, it aims to improve policies and decision-making at continental, regional, national, community and individual levels.

The AUC is responsible for the overall continental coordination of program implementation, which includes the development and application of weather and climate information services; facilitating capacity building for RECs and Member States; promoting the sharing of best practices and the coordination of knowledge management; purchase and supply of equipment for Member States and Regional Climate Centers; establishing and operationalizing the continental monitoring and reporting framework; facilitating the preparation of reports and outlooks on the state of the climate in Africa; prudent management of financial resources; and monitoring and evaluation.

 

 

The coordinator must demonstrate a high level of knowledge in the fields of meteorology, climate, environmental science, disaster risk reduction, natural sciences and other related fields. He must have significant proven experience in the coordination and management of related programs. He must be able to provide technical and management advice to his team.

The Coordinator must be able to model the data in order to make weather forecasts and to make simulations of climate change with regional and global climate models, to make forecasts, manage and analyze the impacts related to anthropogenic climate change in all the priority sectors identified.

Main functions

Under the hierarchical supervision of the AUC ClimSA/GFCS Project Coordinator and under the local supervision of the ECCAS Commission, the Coordinator provides leadership to the ECCAS Project Unit and is responsible for the management and implementation day-to-day implementation as well as the consistency of its actions with the policies and strategic orientations of the Economic Community of Central African States (ECCAS). He provides technical supervision to the project team in the region. The Coordinator ensures the effective production of meteorological and climatological products and services in accordance with the needs of the ECCAS region, according to the technical requirements and standards of the World Meteorological Organization (WMO). The Coordinator establishes at the regional level sectoral User Interface Platforms (UIPs), Climate Services Information Systems (CSIS), Climate Data Management Systems (CDMS) and other infrastructure, and ensures its proper functioning. It also provides technical support and methodologies to National Meteorological and Hydrological Services (NMHSs) of ECCAS Member States. The Coordinator maintains effective working relations with the relevant focal points based at the ECCAS Secretariat in Libreville (Gabon), particularly in the sectors of agriculture, disaster risk management, forestry, health and water, and also establishes partnerships with other regional institutions working in these sectors.

Specific Responsibilities

• Develop a strategic plan for the designation of the ECCAS Regional Climate Center (CAPC-AC) by WMO by 2025;
• Ensure careful day-to-day management of project personnel and resources and ensure that the implementation of all project outputs proceeds as planned;
• Develop the methodologies and instruments needed for the production and dissemination of climate services for agriculture, disaster risk reduction, health and other sectors such as forestry and water ;
• Ensure the establishment and proper functioning of sectoral User Interface Platforms (UIPs), regional Climate Services Information Systems (CSIS), Climate Data Management Systems (CDMS), infrastructure and other systems;
• Identify tools for the production and dissemination of climate services for the priority sectors of agriculture, disaster risk reduction, health, forestry and water;
• Create and develop products and services for priority sectors;
• Provide technical assistance for capacity building of National Meteorological and Hydrological Services (NMHS) experts in the region;
• Launch the process of producing and disseminating climatological information;
• Put in place effective mechanisms to ensure that project products and services contribute to policy development and decision-making, and that climate services are integrated into adaptation planning processes within of the ECCAS Commission as well as in ECCAS Member States;
• Ensure that communication, visibility, monitoring and evaluation of the project are regularly carried out in accordance with the project contribution agreement;
• Analyze scientific data on climate and climate change (atmospheric temperature, rainfall, sunshine, hygrometry, water resources, ocean and greenhouse gases);
• Analyze and disseminate the results of climate research in the region in order to inform policy makers, legislators, regulators or other stakeholders on the dynamics of climate change;
• Ensure the preparation and submission of reports (financial and narrative) to the AUC;
• Provide monthly reports to the AUC on the implementation of the project in the region;
• Carry out any other task related to the program that may be entrusted to him.

Academic training and experience required

The candidate must hold:

• At least a Master’s degree (or Bac+5) in meteorological sciences, environmental sciences, atmospheric physics, disaster risk management or in another related field, and seven (7) years of relevant professional experience with responsibilities acquired progressively up to the level of expert, in the fields of environmental management, weather and climate services, or meteorology, with collaboration with multiple stakeholders such as as Regional Economic Communities, Regional Climate Centres, Member States, National Meteorological and Hydrological Services (NMHSs) and Development Partners, including six (6) years in expert positions.
WHERE
• The candidate must hold a Bachelor’s degree in one of the aforementioned fields, with ten (10) years of relevant professional experience with progressively acquired responsibilities, including six (6) years in expert positions.
• The candidate must have at least three (3) years of experience in supervisory positions.
• Experience in the field of GIS and remote sensing would be an added advantage.
• Demonstrated experience, significant commitment and knowledge of the roles of RECs in the sector concerned.
• An additional qualification in the field of project management would be an asset.
• Experience in the ECCAS region is essential.

DURATION OF CONTRACT AND TAKING OFFICE:

Engagement in this position is on the basis of a fixed-term contract for an initial period of 1 year, of which the first 3 months will be considered as a probationary period. Thereafter, the contract is renewable for a similar period of one year, subject to satisfactory performance and availability of funds.

COMPENSATION:

The salary for this position (P3 Step 5) is an annual lump sum of US$92,671.37 inclusive of all allowances in accordance with the regulations governing international civil servants of the Commission, and US$77,862.59 inclusive of all allowances in accordance with the regulations governing international civil servants Commission premises.
