The Cameroon Association for Social Marketing (ACMS) is seeking candidates (M IF) to fill the position of Human Resources Officer based in Ngaoundéré.
Who are we recruiting?
The Human Resources Officer will have the overall responsibility of ensuring the management of human resources issues of the project teams while providing support to the Human Resources team at the central level. He will work under the coordination of the Human Resources Manager and the Regional Coordinator with the following main responsibilities.
Essential functions:
Recruitment management
Prepare notices of calls for applications in accordance with the TDRs/Expressions of needs received and publish them in the ACMS communication channels Supervise the reception, recording and sorting of application files;

Ensure – the development of timetables and recruitment plans in conjunction with the project teams, ensure their review and monitoring every week; Supervise all stages relating to the conduct of recruitment processes (written tests, interviews, etc.) in accordance with procedures;
Ensure the induction, orientation and onboarding of new recruits and ensure documentation for effective monitoring (HR procedures and tools, check
Ensure the development of contracts for new recruits, consultants, interns and permanent staff. (Verification on Bridger Insight),
Update the database and ensure the selection of interns and consultants for the platform;
Plan Human Resources needs and recruitment,
Ensure workforce monitoring (skills reference, job mapping, updating job descriptions, participation in weighing and evaluating positions); Ensure the archiving of all recruitment processes in the database created for this purpose.
Administrative Management of Personnel
Ensure the monitoring of platform staff leave (planning, placing on leave, maintaining the file);
Implement staff motivation activities in order to create a good social climate;
Ensure the management of the health and individual accident policy (Maintain the tracking file for incorporations and withdrawals of staff, update the file every month and the withholding of the sickness share rating, ensure – monitoring of the sickness reimbursement file, transmission of requests to the insurer and reimbursement of expenses, etc.),
Contract Management
Ensure the monitoring and management of staff contracts relating to the project in terms of expiry and renewal.
Remuneration Management
Contribute to the collection and processing of payroll-related elements, including timesheets and variables;
Participate in the processing and settlement of the monthly payroll; Contribute to the processing of staff rights.
Human Resources Management Policy
Provide one-off training on ACMS legislation and policies as needed,
Ensure legislative monitoring.
Participate in ACMS Audit Management.
Contribute to the management of Human Resources audits, tax & social audits, labor, as well as the implementation of related recommendations;
Contribute to the management of audits of various projects and headquarters audits,
Ensure reporting and archiving
Ensure the management of the physical and electronic personnel file,
Ensure document management and systematic classic and electronic archiving of all documentation related to recruitment, staff motivation, social climate, leave management, health insurance management, etc.),
Prepare a monthly report of its activities.
Qualifications and professional experience required
Hold at least a Bac + 3 in Human Resources Management or related fields;
Have at least three (03) years of professional experience in the field of Human Resources management;
Have very good knowledge of IT, particularly in common payroll and Human Resources management software, including Sage PAIE and SAGE 100.
