RECRUITMENT OF STAFF (AGRICULTURAL FINANCIAL, ADMINISTRATIVE ASSISTANT, FULLSTACK WEB DEVELOPER, SURFACE AGENT) FOR THE UNIT DEDICATED TO THE IMPLEMENTATION OF THE E-VOUCHER SUBSIDY MECHANISM.

l. CONTEXT AND RATIONALE
The Government of Cameroon has received a USD 100 million loan from the World Bank to implement the Project for the Acceleration of Digital Transformation in Cameroon (PATNUC). PATNUC is under the supervision of MINPOSTEL and aims to increase digital inclusion and the use of digital agricultural solutions by smallholder farmers involved in target agricultural value chains. Thus, PATNUC embodies the digital transformation approach, targeting a highly strategic sector for Cameroon while proposing to reform the regulatory framework of the Information and Communication Technologies (ICT) sector. This project, with its investment in digital connectivity and skills, supports interventions that leverage digital innovations to stimulate agricultural growth, in order to ultimately contribute to improving the quality of rural livelihoods.
PATNUC is structured around 4 components: (i) Digital strategy, public policy and regulation for inclusion and digital transformation; (ii) digital connectivity and inclusion; (iii) facilitating the implementation of data-driven digital solutions in the agricultural sector; and (iv) project management and citizen engagement. Thus, the government, through SND30, aims to truly initiate the structural transformation of the Cameroonian economy, which will be based on the modernization of the agricultural sector (agriculture, livestock, fisheries and aquaculture) by improving the productivity and competitiveness of family farms and promoting a dynamic of genuine industrialization. The modernization of the agricultural sector will have to rely on the constantly evolving digital ecosystem in the country, which is paving the way for the digital economy.
 Sub-component 3.2 aims to facilitate the engagement of smallholder farmers in digital agriculture focused on improving productivity and data through a model of subsidizing electronic vouchers for farmers; and groups of farmers working in agricultural value chains prioritized by the government. It is in this sense that a PATNUC electronic voucher management platform was developed and deployed by the UGP during a pilot phase at the end of which nearly 4,000 producers benefited from subsidies.
The overall objective is to subsidize 35,000 producers made up of farmers and breeders by December 31, 2026.
The National Coordinator of PATNUC is launching this Call for Applications to recruit an Agricultural Financier, an Administrative Assistant, a Fullstack Web Developer, a Surface Agent.
MANDATE
  The Agricultural Financier
The agricultural financier is the direct collaborator of the Agency’s team leader. To this end, he/she is responsible, among other things:
> Regarding operations management activities in the platform
     Allocate funds dedicated to subsidies to IFPs in the e-voucher platform;
     Allocate subsidies to producers in the e-voucher platform;
     Produce supply statements for IFP accounts;
     Authorize producers’ orders from suppliers in the evoucher platform;
     Ensure validation of producers by the district delegates of MINADER and MINEPIA;
     Carry out monthly reconciliation between the platform, suppliers and financial institutions; explain and correct discrepancies;
     Keep a register of anomalies (duplicates, inconsistencies, returns) with action plan and follow-up;
     Update dashboards (amounts committed, paid, pending);
     Ensure validation of delivery operations by producers and suppliers;
     Carry out any other task assigned to him or her.
> Concerning off-platform activities related to the management of BAE
     Plan and monitor your awareness-raising, training and support activities for producers; Prepare and organize follow-up meetings with the various stakeholders of the subsidy mechanism: PLS, IFP, suppliers, community radios, MINADER I MINEPIA Delegates;
     Ensure the effective implementation by the IFPs of customer protection activities and the development of financial products adapted to beneficiaries intended for the sustainability of e-voucher subsidies;
     Participate in the selection and contracting of new FPs, suppliers and local service providers as part of the management of e-vouchers;
     Participate in the evaluation of IFPs, suppliers, local service providers and MINADER and MINEPIA delegates in the context of e-voucher management;
     Propose improvement actions in the technical management of the e-voucher subsidy mechanism.
 Administrative Assistant
Reporting to the team leader of the Unit, ‘if/she is responsible for:
     Reception and guidance of users;
     Management of telephone calls;

     Management of physical and electronic mail;
     Management of archiving;
     Management of reprography;
     Management of the team leader’s agenda;
     Preparation of team meetings and meetings with third parties on site and online;
     Creation of links for the organization of meetings via Zoom and Meet; Production of minutes of team meetings.
  Fullstack IT Specialist-Web Developer
In general, he/she will have to:
     Contribute to the drafting of the ToRs of the activities;
     Participate in the preparation of the various reports of the project’s activities;
     Contribute to the preparation and evaluation of the various actors involved in the management of evouchers;
     Contribute to the preparation and organization of follow-up meetings with the various actors of the grant mechanism;
     Propose improvement actions in the technical management of the e-voucher grant mechanism;
     Carry out any other tasks assigned to him/her by the National Coordinator of PATNUC.
Specifically, he/she will have to:
A. Make the platform work well (on a daily basis)
1. Monitor its proper functioning and react quickly in case of problems.
2. Manage the essential elements of the site (site address, connection security, sending messages).
3. Manage user access rights.
4. Regularly back up data and test that it can be restored.
5. Help your users and resolve their difficulties.
B. Improve the platform
6. Make simple improvements and fixes to the site and the application.
7. Document what changes with each new version (small clear note).
8. Maintain simple user guides.
C. Ensure data security and protection
9. Apply basic security rules: strong passwords, access limited to what is strictly necessary, tracking important actions.
10. Record sensitive operations and prepare the elements requested during checks or audits.
D. Ensure organization and continuous improvement
11. Prepare a short monthly report: service availability, problems encountered, solutions provided, backups made, message sending volumes.
12. 2. Propose concrete improvements to make the service more reliable and easier to use.
  The Surface Agent
Placed under the responsibility of an accounting assistant, he/she is responsible for:
     Ensuring the cleanliness of the Agency premises: meeting room, office, toilets, corridors, veranda, stairs,surroundings and others;
     Maintains the inventory of maintenance products and materials and requests replenishment on time;
     Ensure the cleanliness of office furniture;
     Provide coffee service to staff and users;
     Transport various documents from the Agency to the PMU and carry out other errands when necessary;
     Perform any other task related to the maintenance of the premises, in compliance with the rules assigned to him or her.
Ill. PROFILE AND REQUIRED EXPERIENCE
The qualifications and experience required for these positions are as follows:
     The Agricultural Financier
The agricultural financier must meet the following profile:
     Hold a university degree at BAC + 3 level in agronomy, finance, accounting, rural economics, management or agri-business;
     3 to 5 years of experience in financial management of projects, subsidies, microfinance banking or agricultural value chains;
     Proven practice in reconciliation, verification of documents and preparation of payment statements;
     Ability to simply explain financial requirements to field actors;
     Rigor, discretion, organizational skills, respect for deadlines;
     Have good knowledge of agricultural subsidy activities or development projects.
He/she must:
     Have good mastery in the development of Terms of Reference (ToR);
     Have good reporting skills;
     Available, proactive, motivated and able to work under pressure.

The Administrative Assistant must meet the following profile:
     Hold a university degree at BAC+2 level minimum in office secretarial or office automation or ICT;
     Have good knowledge of computer tools for Word, Excel and
Powerpoint software;
     Have good knowledge of creating links and facilitating meetings via Zoom and Meet;
     Have a good knowledge of one of the two official languages; Carry out any other task assigned to him/her.
     Fullstack IT Specialist-Web Developer
The IT specialist must meet the following requirements:
     Hold a degree in computer science/software engineering or any other diploma recognized as equivalent to BAC+5 level; •
     3 to 5 years of experience in the creation and management of websites and applications in service;
     Have knowledge of API architectures and hosted platforms; Have mastery of databases, networks,computer security;
     Have analytical skills, problem solving and work independently.
     Demonstrate strong experience in web development with the programming languages
: Dart, PHP, JAVA and SQL;
     Master the docker tool;
     Have perfect mastery of the development environments: Laravel 9, flutter 3 and Flutter SDK and Mariadb.
He/she must:
     Have good mastery in the development of Terms of Reference (ToR);
     Have the ability to develop reports;
     Have good communication skills and team spirit;
     Have a good knowledge of good security practices and data protection. Available, proactive, motivated and able to work under pressure.
     The Surface Agent
The Surface Agent must meet the following requirements:
     Hold a minimum academic diploma at BEPC level or equivalent; Know how to read and write one of the two official languages; Know how to read and write in French or English.
     Have, if possible, at least a first cycle secondary school diploma (BEPC or equivalent).
     Have at least one year of experience in cleaning offices or public spaces.
     Know the rules of hygiene and safety.  
     Be punctual, organized, neat and respectful.
     Have good physical condition for the tasks of the position. Provide a verifiable reference.
IV. DURATION OF THE MANDATE
The duration of the contract will be one (01) year renewable with a probationary period of three (03) months. The renewal of the contract can only be done after an evaluation deemed satisfactory by the Contracting Authority and the World Bank on the performance of the job holder, following an evaluation on the basis of a contract.
V. LOCATION
CONCERNED BY THE JOB The successful candidate will work at the dedicated Unit of the PATNUC Management Unit, located in Yaoundé.
VI. GENERAL CONDITIONS OF RECRUITMENT
  Recruitment procedures
The selection will be done in 2 phases, according to the procedures in force at PATNUC: (i) Evaluation of application files; (ii) Interview with qualified candidates. v/ Application file
Candidates for the position must submit an offer of application including the following elements:
     A handwritten cover letter addressed to the National Coordinator of PATNUC;
     A curriculum vitae (CV) of the candidate dated and signed less than three (03) months ago with the candidate’s full addresses (PO box, telephone, e-mail, etc.) highlighting your similar experiences;
     Contracts, certificates of internship, work, service done or other certificates relating to the statements or experiences presented in the CV;
     Copy of the original of the required diploma;
     A photocopy of the national identity card (CNI).
     Presentation of the file in five (05) copies; including 01 original and 04 copies or easily usable electronic form.
PATNUC reserves the right to verify the authenticity of the information communicated.
VII. EVALUATION CRITERIA
The evaluation criteria are as follows: Presentation of the file: 5 points main qualifications: 20 points; Professional experience: 65 points and
         Additional qualifications: 10 points.
NB: The minimum score required for the interview phase is eighty (80) points out of one hundred (100).
Interview phase
The evaluation criteria are as follows:
         Presentation and expression: 5 points
     Knowledge of PATNUC and the missions expected for the position: 50 points
     Managerial, strategic and organizational skills: 30 points Fluency in both official languages: 15 points
The weighting system is as follows:
     Study of the file: score out of 100 and weighted score out of 75
     Interview: score out of 100 and weighted score out of 25
At the end of the study of the application files and the interviews carried out, only the candidate who obtained the highest combined score and ranked first will be retained for the rest of the procedure.
