Job Title Data and Learning Manager
Reports to National Manager Location YAOUNDE
Role Objective:
The Data and Learning Manager is responsible for the collection and analysis of complex data and information related to the Monitoring, Evaluation, and Learning (SEA) plan and indicators of the ExpandPF activity funded by USAlD. The Data and Learning Manager will collaborate with technical teams across countries and with the SEA Manager of the Leadership and Coordination team based in Lomé, Togo, to support the SEA plan of the activity, including including monitoring of indicators, results, activities, outputs and results. They will also work to support the respective national program and technical teams by monitoring data and mitigation plans for environmental and family planning (FP) compliance, as required by USAID.
Context of the ExpandPF activity and role:
ExpandPF (Expand Family Planning and Reproductive Health, funded by USAID) is a five-year activity that will be implemented in several countries in French-speaking West and Central Africa with the aim of to achieve FP2030 targets, focusing on youth and women in underserved urban and peri-urban areas. The activity is led by IPPF and is structured to enable local partners to identify solutions to obstacles and maximize levers for change by focusing on collaboration with national and regional stakeholders and by maximizing regional impact. The strategy supports the implementation of high-impact practices (HIPs) of family planning and self-care in selected countries with a view to influencing subnational, national and regional practices and policies for sustainable results. IPPF member associations will leverage the platforms for operations, service delivery and stakeholder engagement.
Expected results / essential tasks of the position.
• Support the collection, analysis and reporting of qualitative and quantitative data.
Provide technical support for the maintenance of databases, mechanisms and data management mechanisms, including data entry, cleaning and updating.
• Collaborate with the national Monitoring, Evaluation, Accountability and Learning system for access to DHIS2
• Support the implementation of break and reflection sessions in collaboration with the collaboration, learning and learning manager adaptation (CAA) and the CAA framework developed.
• Develop tools for evaluating and monitoring project activities in collaboration with the SEA manager/advisee and the technical teams.
• Collaborate with the SEA Manager/Advisee to provide strategic information for decision-making, respond to data requests and ensure effective data visualization. Contribute to quality assurance and data verification activities.
• Assist the Knowledge Management Advisor, among other things, by providing relevant data for the documentation of best practices, lessons learned, successes and the activity’s learning agenda.
• Contribute to reporting, data visualization and implementation of activities, including monitoring of environmental and FP compliance data and mitigation measures. Develop all documents required by the SEA for the country concerned (annual work plan, reports, etc.).

Expertise:
• Significant experience in a similar position with strong knowledge of qualitative and quantitative research strategies, data collection, entry and analysis.
• Experience with data management and analysis software such as SPSS, SAS, etc.
• Preference for experience in the field of sexual and reproductive health and rights.
• Experience in monitoring and evaluating the performance of development programs.
• A good understanding of programs funded by bilateral donors, particularly USAID.
• Preference for understanding USAlD specific indicators and knowledge of the national context.
• Experience working in matrix organizations and large, complex projects across multiple countries.
Skills:
• Excellent oral and written communication skills in English and French.
• Top-notch quantitative and qualitative analytical skills.
• Excellent project management skills, including experience in reporting to funders.
• Excellent time management skills and ability to meet tight deadlines.
• Excellent computer skills and proficiency in software/documentation systems.

• Certified copy of the highest diploma dating less than 3 months and a copy of the other diplomas;
• For drivers, a Certified copy of the highest diploma, including a copy of the BEPC/CAP diploma, a copy of the valid driving license;
• Certified copy of the birth certificate less than 3 months old; Extract from the criminal record Bulletin no. 3 less than 3 months old;
• Photocopy of the CNI;
• 02 letters of recommendation; Evidence of experience.
