Objective of the role:
The Adolescents and Youth Specialist is responsible for providing technical knowledge and support for the promotion of innovative, timely, and quality activities focused on evidence-based planning and practice of contraceptive services responsive to adolescent needs and activities addressing community social norms. He/she will also support the involvement of adolescents and young people in the design and learning of the program. The AJ Specialist will contribute to the coordination and management of the integrated objectives in their respective country for the ExpandPF activity funded by USAlD and led by the lead organization, the International Planned Parenthood Federation (IPPF). The Specialist will provide strategic direction and leadership to the adolescent and youth agenda by leading and supporting a holistic approach to adolescent and youth development, civic engagement and participation. The specialist will ensure the alignment of USAlD’s High Impact Practices (HIPs) as well as the integration of other national development processes and frameworks.

 

 

Context of the ExpandPF activity and role:
ExpandPF (Expand Family Planning and Reproductive Health, funded by USAID) is a five-year activity that will be implemented in several countries in French-speaking West and Central Africa with the aim of to achieve FP2030 targets, focusing on youth and women in underserved urban and peri-urban areas. The activity is led by IPPF and is structured to enable local partners to identify solutions to obstacles and maximize levers for change by focusing on collaboration with national and regional stakeholders and by maximizing regional impact. The strategy supports the implementation of high-impact practices (HIPs) of family planning and self-care in selected countries with a view to influencing subnational, national and regional practices and policies for sustainable results. IPPF member associations will leverage the platforms for operations, service delivery and stakeholder engagement.
Expected Outcomes/Essential Duties of the Position:   

• Support the development of ExpandPF activities for adolescents and youth by engaging directly with youth and creating platforms in focus areas for activism and youth empowerment .
• Provide technical support for examination maintenance, databases and overall quality control of AJ programming.
Support the implementation of break and reflection sessions for the year’s activities in collaboration with the Collaboration, Learning and Adaptation (CAA) manager and developing the Collaboration, Learning framework and Adaptation (CAA).
• Support AJ-focused action and amplify AJ voices through ExpandPF activity at the national level.
• Develop tools for evaluating and monitoring AY activities in collaboration with the Monitoring, Evaluation, and Learning (SEA) advisor and the technical teams.

 

 

 

Collaborate with the Monitoring, Evaluation, and Learning (MES) Advisor to provide strategic insights, respond to data requests, and ensure effective data visualization.
• Assist the Knowledge Management Advisor and others in providing relevant data for the documentation of AY best practices, lessons learned and successes, in accordance with the learning program.
Support youth networks, when they already exist, in the development and/or implementation of their plans, and support their implementation when they do not yet exist.
• Provide advice on how to ensure direct youth participation and empowerment, including supervision of youth forums.
Recommend growth pathways, build momentum and strengthen engagement with national networks, identify and promote young leaders and activism, mentoring strategies and scaling opportunities.

Expertise:
• Significant experience in a similar position, including at national and international levels, in the formulation, design and management of policies and programs for and with adolescents and young people.
• Experience managing complex and rapid tasks in a multicultural structure.
• Preference for experience in managing family planning and sexual and reproductive health programs, including supporting community activities, outreach services and subnational technical practices.
• Experience in engaging and facilitating multi-stakeholder dialogues, including with government counterparts, for strategic planning and agenda setting.
• A good understanding of donor-funded programs, particularly USAlD.
• Preference for understanding II USAID’s specific programs for adolescents and young people and scaling the national context.
Skills:
• Excellent verbal and written communication in English and French.
• Excellent technical and project management skills, including experience in donor reporting.
• Excellent time management skills and ability to meet tight deadlines.
• Ability to think analytically and strategically.

• Cover letter and CV addressed to the Executive Director of CAMNAFAW;
• Certified copy of the highest diploma dating less than 3 months and a copy of the other diplomas;
• For drivers, a Certified copy of the highest diploma, including a copy of the BEPC/CAP diploma, a copy of the valid driving license;
• Certified copy of the birth certificate less than 3 months old; Extract from the criminal record Bulletin no. 3 less than 3 months old;
• Photocopy of the CNI;
• 02 letters of recommendation; Evidence of experience.
