CONTEXT
CARE is present in 100 countries and implements more than 1000 emergency and development projects in collaboration with government actors and local development actors. Our objective is to fight against all forms of poverty, to defend access to fundamental rights, to combat social injustices.
In Cameroon since 1978, CARE has been implementing actions around 3 strategic axes: gender justice, health and climate and economic justice. Our actions are part of the emergency and resilience phases aimed at empowering women and young people, strengthening community systems, supporting decentralization processes and improving services and access to sexual and reproductive health. .
As part of the continuity of its objective which aims to reduce morbidity and mortality associated with HIV and Sexually Transmitted Infections (STIs), CARE was renewed by the ICN as First Recipient (PR) to organize and coordinate interventions of the GC7 community grant (2024-2026). A specific and autonomous management unit is set up, made up of around fifty employees, which relies on an operational system built around 3 regional offices with 4 Sub-Recipients (SR) and several dozen Community-Based Organizations (SSR) in the 10 regions of Cameroon.
In this dynamic, CARE is looking for:
Position: One (01) Responsible for Supply and Stock Management (GAS) of pharmaceutical products
Pole: Program – FM Management Unit
Contract form: Two (02) year fixed-term contract
Working time: 40 hours per week (Full time)
Hierarchical reporting: Deputy PMU Coordinator
Position location : Yaoundé
Mission:
As GAS Manager, he/she ensures compliance with standard operating procedures for medicines management in Cameroon, including the estimation of needs, quantification, order management, storage and distribution of health products, inputs. pharmaceutical and medical). He/She ensures quality assurance and pharmacovigilance of health products ordered and acquired as part of the project. He/She manages the ordering of pharmaceutical products within the WAMBO platform. He/She ensures the receipt of orders and the delivery of products to the regional coordination offices and those of the SR/SSR. He/She organizes supervision of staff in charge of inventory management at CARE and its implementing partners. He/She organizes inventories and manages product flows and stocks at central level and at the level of regional coordination offices. He/She manages projects to improve and optimize procurement procedures, by setting up a computerized management system. He/She develops simplified tools for supply and inventory management then organizes capacity building sessions for staff in charge of GAS (PR and SR). He/She produces quarterly GAS reports.
MAIN RESPONSIBILITIES
RESPONSIBILITY 1: Management of the supply of pharmaceutical products for the GC7 project (quantification, ordering and receipt)
Activity 1.1: Establish the annual needs in quality and required quantity of pharmaceutical products to be used for the GC7 project of FM
Activity 1.2: Examine and ensure the obtaining of insurance and other necessary documents for the importation of pharmaceutical products and ensure their security during air and/or sea transport in coordination with the freight forwarder.
Activity 1.3: Initiate orders for pharmaceutical products on time and ensure their monitoring through the WAMBO platform.
Activity 1.4: Ensure security, transport conditions, hygiene and legal standards throughout the supply chain
Activity 1.5: Establish a mechanism guaranteeing quality assurance and pharmacovigilance of products pharmaceuticals acquired under the project.
Activity 1.6: Develop and update the Pharmaceutical Products Receipt and Distribution Plan.
Activity 1.7: Organize the reception and storage of pharmaceutical products that have newly arrived in the store.
RESPONSIBILITY 2: Management of the distribution and storage of pharmaceutical products
Activity 2.1: Organize the packages of requisitioned pharmaceutical products and send them to the coordination offices and the SR offices.
Activity 2.2: Design tools and implement a system for tracking the movement of pharmaceutical products assigned to regional offices.
Activity 2.3: Ensure the use of the computerized tool designed by MTN for optimal management of the entire health product management process;
Activity 2.4: Control the receipt of medical and pharmaceutical inputs, ensure their storage in the best conditions.
Activity 2.5: Analyze consumption (using the dashboard) and ensure the regular production of periodic reports and analyze the stock turnover rate, delivery time, availability rate, etc.
Activity 2.6: Monitor key indicators and establish dashboards to measure the performance of the actions carried out: the inventory turnover rate, delivery times, the availability rate, etc.
Activity 2.7: ensure the concordance of consumption and management data accurately in a timely manner and carry out field visits to ensure the quality of the data collected and verify the accuracy of the data reported by the SRs.
Activity 2.8: Implement simple and usable software to compare the physical balance with the theoretical balance of health products stored in the store.
Activity 2.9: Ensure the regular updating of management tools (stock sheets) by product in stores.
Activity 2.10: Organize with logistics the annual inventory of the central store and coordinate the procedure for destroying expired products if necessary.
RESPONSIBILITY 3: Other Activities
Activity 3.1: Participate in weekly coordination meetings of the project and/or with other PRs and SRs.
Activity 3.2: Actively participate in the development and writing of contractual activity reports for the Global Fund project.
Activity 3.3: Perform any other task meeting their profile assigned by their supervisor
Activity 3.4: Finalize and monitor service contracts with the SRs.
SKILLS AND QUALIFICATIONS REQUIRED FOR THE POSITION KNOWLEDGE

Diploma: A Bac +5 diploma in pharmacy, General Medicine or Logistics
• Experience: Experience of at least 3 to 5 years with the same responsibilities in an International NGO
