PURPOSE OF THE POSITION: Manage procurement, supplies and stocks of
drugs on the mission.

IN PARTICULAR, YOU WILL HAVE THE FOLLOWING RESPONSIBILITIES:

Mission 1: Participate in the management of international medical supplies on the mission
The Supply Pharmacist is in charge of supporting the Logistics and
Nutrition-Health during international supplies and from/to:

  • Realize a technical watch with the health and administrative authorities for obtaining import licences and exemption from taxes;
  • Participate in updating the import procedure;
  • Participate in the analysis workshop before international orders;
  • Support for customs clearance (obtaining import authorizations and legal documents, monitoring customs clearance, etc.);
  • Check compliance and manage quality control for all medical receptions (quantitative, qualitative, documentary);
  • Follow-up of import alerts and disputes.



Mission 2: Manage the flow in and out of stocks
The Pharmacist is in charge of:

  • Participate in the management of annual flows (quantitative and financial forecast);
  • Participate in the planning of international supplies (Flux IN);
  • Insure the distribution of medicinal products (Distribution Flow) on different bases / places of intervention and support for shipments of drugs on different bases.

Mission 3: Participate in the management of medical purchases on the mission
The Pharmacist / e Supply is in charge of:

  • Support the RDD Log in the assessment of the local market and local purchasing;
  • Collect supplier information;
  • Collect information for a possible external audit of the local market;
  • Facilitate the work of sourcing during purchase (selection of sources etc.).

Mission 4: Maintain the physical integrity of the Central Pharmacy (Decentralized Stock)
The Pharmacist Supplier is in charge of:

  • Comply with Good Storage Practices for medical products;
  • The spatial organization of the Central Pharmacy;
  • Integrity physical of the room: secure openings, no water damage, absence of cracks in the roof or walls, absence of rodents, etc.;
  • Hygiene of the premises: regular cleaning of the floor and shelves, maintenance of the refrigerator, no food or sugary drink, etc.;
  • Bi-daily control of temperature and humidity during working days;
  • Ensure that all actions are taken to combat the degradation factors of medical products;
  • Classification of products according to the rules recommended by ACF;
  • Guarantee compliance with special storage conditions for certain Specific products (cold chain, products assimilated to narcotics, etc.);
  • Quality alert management;
  • Loss management.

Mission 5: Referent missions of MED storage practices (sizing, organization, tools &method)
The Pharmacist / e supplier / is in charge of:

  • Lead Technical supervision in storage warehouses (Pharmacy-Base and Pharmacy-Central) to analyze compliance with Good Storage Practices;
  • Provide recommendations;
  • Monitor compliance with these recommendations;
  • Risk and alert management;
  • Support the program teams regarding upgrading activities in dispensation sites (on request);
  • Support / support bases during contractual inventories and reconciliations;
  • Ensure the proper understanding and application of ACF procedures and tools used by the base and coordination;
  • Provide technical support through internal stock management training;
  • Ensure regular and appropriate use of management documents (stock sheets, delivery notes, IT tools, etc.) by the Medical Stock Manager;
  • To be able to provide in real time any reliable data on stock, consumption, use of medicines and health products for each project;
  • Make a backup, at least monthly, of all computer data (back up).




Mission 6: Support for proposal writing and donor reporting
The Supply Pharmacist is in charge of:

  • Furnish technical support to the RDD Nut/Santé in the definition, quantification and valorization of the needs for medical products in the framework for donor project proposals;
  • Contribute to the development of donor reports specifically for drug information on the mission.

Mission 7: Specific missions:

  • Support the mission in defining annual procurement strategies;
  • Support the mission in the definition and estimation of specific orders (tulip kits, PPN supply, etc.);
  • Provide support for the management of national and international freight in backup of the Logistics Department Manager.

DEGREES/LEVEL OF EDUCATION/EXPERIENCE:

  • State Diploma in Pharmacy;
  • Significant professional experience in the organization and management of a pharmacy;
  • Experience in NGOs is a plus;
  • Excellent command of French and good knowledge of English.




REQUIRED SKILLS:

  • Capacity in assessing needs and supplying medicines to health facilities;
  • Good understanding of the functioning of the national and regional supply chain;
  • Competence in training and capacity building through individual or group training;
  • Team management;
  • Proficiency in Excel, Word and Outlook is imperative.
