Job offer: Deputy technical director needed at AMSCO

Field of activity: Project Development – ​​Energy – Dam Construction
As part of the establishment of its Technical Department, we are looking for one (1) Deputy Technical Director (M/F) on behalf of our client KHPC (Kikot-Mbebe Hydro Power Company).
CONTEXT 
Continuing the hydroelectric development of the Sanaga, the Cameroonian government signed an agreement with EDF aimed at developing the Kikot hydroelectric project. The project is carried out jointly by local (onshore) and remote (off-shore) teams. The off-shore teams bring the expertise of the EDF group and the onshore part ensures the local anchoring and development of the project. The onshore project team represents around thirty people to date.
The project company KHPC (Kikot-Mbebe Hydro Power Company) was thus created in September 2023 to continue the development of the 500 MW Kikot dam project on the Sanaga.
Although the Environmental & Social studies are carried out by a local team, the majority of technical studies are carried out by EDF teams based in France, within the group’s various engineering departments. However, for those which will be carried out in Cameroon, the local technical team will be responsible for the successful completion of these studies.
The Deputy Technical Director (M/F) that we are looking for will be responsible for deploying the technical development of the project, under the leadership of the Technical Director.




 

POSITION RESPONSIBILITIES 
  • Assign and manage technical studies and recognition campaigns carried out locally;
  • Consolidate the input data requested by the technical management from different organizations (e.g. Sonatrel, Eneo, EDC, meteorological, etc.);
  • Represent the technical management of the project to stakeholders: populations, local authorities, ministries, companies, etc.;
  • Represent the Technical Management of the project to local and international partners and experts;
  • Master and monitor the work of major works/or structural works (construction of roads, bridges, project base, control of the assembly and drafting of calls for tenders, the execution of contracts, up to the delivery) ;
  • Prepare and manage the budgets of the onshore technical department, and ensure cost control;
  • Write and/or validate the specifications and calls for tenders, evaluate the offers and make the necessary recommendations to recruit the various project suppliers (design offices, various technical suppliers, etc.),
  • Monitor and evaluate the various service contracts;
  • Ensure reporting to the technical director on the progress of activities;
  • Support the E&S department on certain interface subjects (e.g.: quarry, site installation, living base, etc.);
  • Ensure coordination with other aspects of the project (engineering, finance, legal);
  • Lead discussions with the licensing administration and negotiations with future lenders on E&S issues in order to obtain Environmental & Social licenses,
  • Liaise with sponsors to ensure compliance with their CSR requirements and external project communication on Environmental & Social (E&S) issues,
  • Ensure the rigging and management of a technical team during the development phase;
  • Actively participate in lender due diligence prior to financial close and prepare the project and E&S team for the implementation of said programs (covering environmental, social and construction activities);
  • Represent the Technical Management of the project with local and international partners and experts;
  • Ensure the coordination and monitoring of all departmental activities;
  • Supervise and ensure the skills development of its teams.




 

PROFILE
  • Bac+4/5 in Construction Engineering (Civil Engineering: road / Building);
  • Minimum 12 years of experience therefore 5 years of experience in a similar position in Africa would be an asset;
  • Experience in a design office coupled with experience managing industrial projects in an international and multicultural environment;
  • Proven managerial potential in the technical monitoring of major works or structural works
  • Professional experience in government agencies and international financial institutions;
  • Leadership and communication (written, verbal and interpersonal);
  • Experience in a dam design and construction office;
  • Sensitivity to the cultural and political context of the project area (Rural Region – Central Cameroon Region);
  • Ability to work independently with remote supervision
  • Ability to adapt and integrate;
  • Strong commitment and sensitivity in the area of ​​Health and Safety;
  • Bilingualism (French and English) strongly desired;
