The Georgetown University Center for Global Health Practice and Impact (CGHPI) serves countries to improve their population health and wellbeing and to safeguard against health-related threats by advancing the use of evidence and human-centered enterprise architecture on the path towards achieving equity and social justice. To achieve this mission, we catalyze the uptake, spread, and implementation of innovations; triangulate data from different sources, and tailor visualization of the information for each audience; design and implement integrated service delivery models; support communities of practice to inform policy and practice through efficient data use and horizontal and vertical collaboration; disseminate best practices and evidence globally through open source learning networks; build global, collaborative, multi-disciplinary, and interprofessional networks; undertake research that is informed by local needs; and invest in local leadership to own, provide oversight, and sustain implemented interventions. Georgetown University, through CGHPI, has recently received an award from U.S Centers for Disease Control and Prevention (U.S. CDC) through funding from the U.S President’s Emergency Plan for AIDS Relief (PEPFAR) to support HIV response efforts in Cameroon for achievement of HIV epidemic control to implement a program titled Translating Data and Evidence into Impact (TIDE). As a result, CGHPI is recruiting for the program implementation position of Procurement Officer. All prospective candidates must be fluent in French and working knowledge of English. These positions will be based in the Center or East Regions. CGHPI is operating in Cameroon as Georgetown Global Health Cameroon LLC (GGHC).

 

 

 




 

1.    Position Title: IT Officer

Reports To: Health Informatics Specialist
Location of Work: Yaoundé Cameroon
Number of positions: 1

Job purpose
The IT Officer maintains the computer networks of all types of organizations, providing technical support and ensuring the whole company runs smoothly. IT officer monitors and maintains the company computer systems, installs and configures hardware and software, and solves technical problems.

 

 

 




 

Duties and responsibilities

    Technical expertise
o    Support and troubleshoot applications and services on associated physical servers, virtual servers, networks, storage systems and information security systems.
o    Ensure all systems remain functional, available and secure.
o    installing and configuring computer hardware, software, systems, networks, printers and scanners
o    Deploy and support VMWare/vSphere environment including vCenter and VMWare servers.
o    Configure, deploy and maintain network components including switches, routers, load balancers, firewalls, VPN concentrators and security appliances.
o    Contribute to the development, maintenance and periodic testing of disaster recovery plans.
o    Undertaking scheduled maintenance upgrades
o    Talking to clients and computer users to determine the nature of problems
o    Investigating, diagnosing and solving computer software and hardware faults
o    Checking computer equipment for electrical safety
o    Maintaining records of software licenses
o    Managing stocks of equipment, consumables and other supplies.
o    Provide orientation and guidance to users on how to operate new software and computer equipment
o    Organize and schedule upgrades and maintenance without deterring others from completing their work
o    Perform troubleshooting to diagnose and resolve problems (repair or replace parts, debugging etc.)
o    Maintain records/logs of repairs and fixes and maintenance schedule
o    Identify computer or network equipment shortages and place orders
o    Works with business users to elicit high-level requirements and capture business needs
o    Clearly articulates and documents business functional requirements

 

 

 

 

    Communication
o    Maintain reports and documentation that are consistent with the task at hand and available to all concerned parties via emails or standard archiving options
o    Connects easily with supervisors and colleagues at all levels in a professional manner
    Creativity
o    Generate solutions or approaches to the most demanding problems within the team
o    Establish workable, prioritized, and highly effective problem-solving plans for each problem
Mode of evaluation
    Biannual updated SOP for team
    Responses via email to supervisors, colleagues & management on key issues
    Documentation of innovative new ideas or problem-solving initiative
    Employee assessment of supervisor

Qualifications
Qualifications include:
•    Education: Bachelor’s degree in Computer Science, Electrical Engineering, Computer Engineering or similar technical discipline; or, equivalent demonstrable experience.
•    Experience:
o    Minimum of 3 years of technology experience
o    2 years hands-on technical roles in the field and relies on experience
•    Specialized knowledge:
o    Proficient knowledge of Windows Server OS architecture, design, management, scripting and troubleshooting.
o    Proficient knowledge of Linux based OS architecture, design, management, scripting and troubleshooting.
o    Adequate understanding of VMWare (virtualization) architecture, core services and administration.
o    Proficient understanding of security best practices.
o    Proficient knowledge of LAN and WAN technologies and protocols (TCP/IP, DNS, DHCP, SMTP, SNMP, etc.).
o    Adequate understanding of applied network principles, including sub-netting, performance monitoring, scalability and disaster recovery.
o    Adequate knowledge of Backup/restore process.
o    Pass a background check as well as an alcohol, controlled substance, and illegal drug screen that meets Company standards before beginning regular employment.
o    Strong attention to detail and focus on task completion.
o    Internal and External Stakeholder Management.
o    Ability to get on with all levels of people
o    Possess strong relationship building skills.

•    Skills:
o    Strong computer and communication skills.
o    Ability to recognize the sensitivity to individual organizations needs and the impact on services of the introduction of IT solutions.
o    Strong problem-solving skills.
o    Self-motivated with the ability to prioritize, meet deadlines, and manage changing priorities;
o    Proven ability to be flexible and work hard, both independently and in a team environment, in a high-pressure on-call environment with changing priorities.
o    Willingness to work occasionally outside of normal business hours.
o    Excellent English oral and written communication skills.
o    A results-oriented individual who thrives working in a fast-paced environment.
•    Abilities: Analytical thinking skills with ability to solve problems and make decisions and able to manage multiple tasks and prioritize, Ability to multi-task, Ability to follow verbal or written instructions, Handling stress & emotions, concentrating on tasks, making decisions, adjusting to change, Examining/observing details.
•    Interpersonal/Individual Competencies: ability to work with other team members, flexibility, decisiveness and personal integrity

Working conditions
Requires a minimum of planned 2 weeks of travel per quarter to provide technical support, mentoring and supervision. But must be able to work with very SHORT timelines that may require unplanned travels and long work hours

Physical requirements
This job requires long hours of data review and analysis with periods of very few or non-breaks
