PROMHANDICAM Association (Services for the Promotion of the Disabled in Cameroon) recognized by Decision No. 79/0025/D/MINAS/SG/SCES/BS of April 9, 1979 of the Ministry of Social Affairs, with the financial and technical support of its partner Christian Blind Mission (CBM), is launching a call for applications for the recruitment of a project manager for the implementation of specific projects.

Assignment :

Placed under the authority of the General Director and under the hierarchical responsibility of the Project Manager, the Monitoring-Evaluation Officer is responsible for contributing to the good organization and coordination of all activities relating to the field of Monitoring-Evaluation. In addition, it must set up an effective monitoring-evaluation system for the interventions of the specific Project and coordinate actions to capitalize on the results, with a view to reporting on performance and its impact, in collaboration with all members of the the Specific Project team.

Duties :

o   Participation in various internal consultation frameworks (technical meetings); Provision of specific Project documentation, periodic data backup and dissemination of results:

o   Contribution to the establishment of a monitoring-evaluation system formulated in a participatory manner;

o   Daily management of the monitoring-evaluation system;

o   Establishment and improvement of the monitoring-evaluation system;

o   Supervision and support of collaborators and implementation partners in the execution of activities in the short, medium and long term;

o   Appropriation of the Specific Project documents and in particular the logical framework by all the actors of the Specific Project;

o   Awareness raising, technical support and training of specific Project stakeholders on monitoring-evaluation activities;

o   Contribution to the identification of monitoring-evaluation indicators and the establishment of monitoring mechanisms with reference to the logical framework;

o   Facilitation of the appropriation of the monitoring-evaluation procedures manual by all stakeholders of the specific Project;

o   Technical and methodological support in the implementation of participatory monitoring-evaluation;

o   SOCIA Synthesis of monitoring data and ensuring its wide dissemination;

o   Supervision of survey operations necessary for the evaluation of the effects and impacts of the specific Project;

o   Participation in supervising the implementation of specific projects and evaluating their performance, in conjunction with colleagues;

o   Identification of difficulties encountered in the preparation and execution of the specific Project, and participate in the application of corrective measures;

o   Participation in needs assessment, capacity building of staff and implementing partners;

o   Periodic feedback to the Specific Project Manager on the progress of the activities carried out by the various specific Project implementation actors;

o   Ensures the regularity of reports from Field Agents;

o   Use of reports submitted by partners, Field Agents and participate in feedback in collaboration with the Advocacy Officer;

o   Participation in monitoring and evaluating programmatic performance and that of Field Agents;

o   Consolidation, in conjunction with the Advocacy Officer, of quarterly, semi-annual and annual reports from the specific Project and implementation partners, analyze gaps and ensure the application of corrective measures;

o   Writing performance reports (technical and financial);

 

 




 

o   Support the Project Manager in planning activities and developing the budget, in accordance with the logical framework and the guidelines of the management procedures manual; Analyzes and interprets gaps between forecasts and achievements with reference to approved plans and budget;

o   Monitoring and reporting on the implementation situation of the recommendations of CBM supervision missions;

o   Contribution to the documentation of Cameroon’s development objectives in terms of the protection of people with disabilities based on the interventions of the Specific Project;

o   Support the writing of articles for the website, in conjunction with the Advocacy Officer and the Communications Officer;

o   Support for the organization of the activities of the actors involved in the implementation of the Specific Project;

o   Representation of the organization at technical meetings to coordinate specific projects;

o   Participation in the coordination of activities, with the involvement of different partners; Support for partnership development at the national level;

o   Participates in the supervision of interns in his area of ​​expertise.

Apart from all the aforementioned tasks, the Monitoring-Evaluation Officer will carry out any other task that the General Management deems necessary to entrust to him in the interest of implementing PROMHANDICAM’s missions.

Profile

o   Hold a Bachelor’s degree in Social Sciences, Sociology, Management, or any similar diploma;

o   Have a qualification in Project Monitoring/Evaluation;

o   Have a good ability to work in a team and under pressure;

o   Have a sense of courtesy and respect for your colleagues;

o   Have at least (03) years of professional experience in the field of project monitoring and evaluation or any proven experience in a similar position in a development project. Developmental internship experience in a company would be an asset;

Linguistic and other knowledge:

o   Very good knowledge of French required;

o   Knowledge of English is desirable and an asset; Knowledge of local languages.

o   Specific technical knowledge

o   Implementation of monitoring/evaluation systems;

o   Planning, implementation and monitoring-evaluation of projects;

o   Partnership development, facilitation and creation of Networks;

o   Collection, analysis and synthesis of data;

o   Drafting of compliant activity and monitoring/evaluation reports.

o   Ensure a quality welcome;

o   Carry out effective transmissions;

o   Identify a problem and know how to report it;

o   Take appropriate initiatives;

o   Good knowledge of the PROMHANDICAM environment, the inclusive approach for promoting the rights of people with special needs and the guidelines of international donors in terms of monitoring and evaluation.

o   Take into account the disability approach in the execution of all tasks and/or missions entrusted to him/her.
