Job Title Compliance Officer
Reports to the Quality of Service Advisor Location YAOUNDE
Role Objective:
The Compliance Officer will have technical knowledge of USAID rules and regulations relating to Family Planning (FP) and respect for the environment. He will develop and supervise the implementation of compliance monitoring plans in all ExpandPF service delivery points in the country concerned (health facilities, ASCs, private service points, etc.). He will be responsible for training all service delivery point staff on the lessor’s FP and environmental compliance rules and regulations. The Compliance Officer will use proven checklists and data collection tools to ensure ExpandPF service delivery points comply with IJSG rules and regulations. He/she will put in place corrective plans if necessary. He/she will also monitor and report on product availability, and work with the Monitoring, Evaluation, Learning (MEA) and technical teams for stock-out prevention using data and planning methods defined by ExpandPF. He/she will work closely with the Service Quality Advisor to provide data, corrective actions and training plans to support a holistic and quality approach to FP/RH service delivery and compliance with the environment and product monitoring for the country concerned.

 

 

Context of the ExpandPF activity and role:
ExpandPF (Expand Family Planning and Reproductive Health, funded by USAlD) is a five-year activity that will be implemented in several countries in French-speaking West and Central Africa with the aim of to achieve FP2030 targets, focusing on youth and women in underserved urban and peri-urban areas. The activity is led by IPPF and is structured to enable local partners to identify solutions to obstacles and maximize levers for change by focusing on collaboration with national and regional stakeholders and by maximizing regional impact. The strategy supports the implementation of high-impact practices (HIPs) of family planning and self-care in selected countries with a view to influencing subnational, national and regional practices and policies for sustainable results. IPPF member associations will leverage the platforms for operations, service delivery and stakeholder engagement.

• Act as compliance officer for the relevant ExpandPF country. Ensure compliance with US Government FP and environmental rules, regulations and requirements.
• In collaboration with technical managers, develop:
• Work plan relating to FP compliance, including: training and refresher training, follow-up activities, acquisition of training materials, Tiahrt tables, tables to loose sheets, work tools, etc.
• Environmental monitoring and mitigation plan – including upgrades to medical waste management.

• Tracking of commodities, availability and outreach plans for local procurement, where applicable.
• Supervise the budget for work plan activities relating to FP and respect for the environment.
• In collaboration with the Data and Learning Manager, establish a compliance monitoring system and monitoring procedures. This will include location of sites, number and frequency of visits, notes on findings, corrective action plans and follow-up if necessary.
• Organize (in collaboration with the Service Quality Advisor or District Family Planning/Reproductive Health (FP/RH) Services Specialist or other technical lead) compliance trainings for all staff on legislative requirements and policies of the American government.
• Obtain written documentation and maintain compliance records for FP and environmental measures certifying that training has occurred and that the organization will comply with U.S. government requirements.
• Regularly update FP and environmental mitigation and monitoring plans and identify areas of potential vulnerability/risk, including routine assessments of national laws relating to FP and environmental protection. ‘environment.
• Provide global technical expertise on FP and environmental compliance and cargo tracking.
• Collaborate with the SEA Advisor to provide strategic insights, respond to data requests and ensure effective data visualization.
• Assist the Knowledge Management Advisor, among other things, by providing relevant data for the documentation of community approaches and mass media best practices, lessons learned and successes,

Expertise:
• Experience in a similar position, including U.S. Government rules and regulations/policies relating to FP and environmental compliance at the district/district level the region, in a managerial role.
• Experience in tracking commodities and funding sources.
• Experience managing complex and rapid tasks in a multicultural structure.
• Experience in the field of sexual and reproductive health and rights.
• In-depth knowledge of donor-funded programs, particularly USAID, with relevant program expectations and indicators.
Skills:
• Excellent verbal and written communication in English and French.
• Excellent technical and project management skills, including experience in donor reporting.
• Excellent time and people management skills; ability to meet tight deadlines.
• Ability to think analytically and strategically.
