Overall Role Objective: (1-2 sentences)
The Finance and HR/Administration Team Leader is responsible for the management of accounting, finance and HR /Administration for the Adamaoua and East Cameroon Zone Office. He/she ensures that all expenditures comply with DRC regulations, donor requirements, as well as the national legal framework.
He/she ensures that all transactions are correctly recorded in the accounting system (Dynamics) and strictly respects the deadlines set for the accounting close (weekly, monthly and annually).
He/she is responsible for building the capacities of the accounting/finance team but also of the other members of the Meiganga-based DRC team (logistics team, project teams, etc.).

 

 

 

RESPONSIBILITIES

1 – Ensure that DRC procedures comply with DRC regulations, donor guidelines and the national legal framework at Meiganga base (and sub-bases)
• Train new employees in the organization’s accounting and financial rules, set up refresher training at least once a year and on each base and sub-base;
• Apply the new accounting and financial rules shared by the HoSS (responsible for support services);
• Ensure compliance of accounting and financial documentation with DRC regulations and donor guidelines;

2 – Accounting and cash management
• Supervise the recording of all accounting transactions in the DYNAMICS ERP;
• Be responsible for the quality of the accounting closure (banks, cash desks and ODs) and compliance with deadlines for the Meiganga office and the sub-bases;
• Supervise weekly and monthly cash and bank account reconciliations (carry out regular random checks);
• Guarantee a strict separation of tasks between the members of the finance team (for example, a cash management transfer slip must be systematically drawn up when the person in charge changes: departure on leave, sick leave, absence, etc.) ;
• Be responsible for the quality of the archiving of accounting and financial documents;
• Prepare the bi-weekly cash request to be submitted to the Yaoundé office (HoSS);
• Ensure that the Adamaoua / East zone office has the necessary cash to guarantee the implementation of activities;
• Ensure that the cash and bank management policy is correctly applied, and that the delegation of signatories (DRC bank accounts) is systematically updated;
• Organize regular meetings with the Supply Chain team leader to have precise information on upcoming payments and ensure that DRC suppliers are paid within a reasonable time.

 

 

3 – Management of the human resources department
• Supervise the recruitment process for the Adamaoua / East zone office;
• Supervise the preparation of the monthly payroll and ensure that DRC HR procedures are applied (report any anomalies to the area manager and the HoSS);
• Supervise in conjunction with the employee initiating the recruitment that all new employees have a training schedule to facilitate their taking up the position;
• Set up and follow up with the managers of the Adamaoua / East zone a schedule for monitoring leave;
• Participate in meetings with the CNPS and the Ngaoundéré Tax Center in collaboration with the HoSS and the HR department of the Yaoundé office;
• Supervise visits and/or audits of the CNPS and the Tax Center;
• At the request of the area manager, meet the Departmental Labor Delegate in the context of disciplinary procedures;

4 – Administrative management
• Manage rental contracts for the Adamaoua / East zone;
• Supervise the arrival of visitors (regional office, coordination office) with the administrative staff in Yaoundé.

 

 

5 – Financial management
• Participate in the preparation of the annual budget for the offices of the Adamaoua / East zone;
• Train budget managers (initial training + refresher course) on their role and responsibility in terms of financial management (validation of DAs, validation of payment requests, monitoring and filling of the BFU, preparation of the budget for calls for proposals, preparation of budget amendments, etc.);
• Organize a monthly budget monitoring meeting (BFU) in the presence of the area manager, the operational teams (PM/team leader) and the logistics team leader to review the financial allocations of previous expenses and to adjust the forecast expenses ;
• Participate in the preparation of the budget for the proposal of new donors;
• Participate in the preparation of financial reports in compliance with donor requirements (intermediate and final financial reports);
• Ensure that the documentation and explanations requested by the auditors are provided in an appropriate and timely manner for all related expenses of the Adamaoua / East zone;
• Communicate to the Area Manager and HoSS any financial information that may impact the program.

6 – Partner management
• Participate in the vetting of potential partners (assessment of accounting and financial capacities);
• Ensure that DRC partners are trained (initial training and retraining) in order to effectively implement DRC guidelines and donor requirements;
• Verify partners’ financial reports and ensure that all supporting documents comply with DRC regulations and donor requirements;
• Carry out a random check of partner expenditure (internal control).

7 – Ensure fair and effective management of team members.
• Supervise and guide (training and coaching) members of the finance, HR and administration team;
• Manage the follow-up of the contract of the members of the finance, HR and administration team (leave, recovery, evaluation, individual action plan, objectives, etc.), if necessary, by co-validating the disciplinary procedures with the manager area;
• Oversee the career development of members of the finance, HR and administration team: define training needs and provide advice on professional development.

The Finance, HR/Admin Team Leader is expected to perform any other duties required by the Area Manager and HoSS and relevant to their position.
Experience and technical skills: (include years of experience)
• At least four years of experience in a financial department (preferably in an international NGO) including 1 year in a management position
• Good communication and excellent interpersonal skills
• A problem-solving and solution-oriented attitude
• Ability to work under minimal supervision and achieve set goals within set deadlines
• Ability to work under pressure and irregular working hours.

• Bachelor’s degree in business administration
• Excellent knowledge of Excel
• Proficiency in Word and Outlook
