CALL FOR APPLICATIONS FOR THE RECRUITMENT OF ONE (01) EHA TECHNICAL SUPERVISOR

TAMMOUNDE is a humanitarian and non-profit non-governmental organization created in 2009 whose aim is to work for the sustainable and effective promotion of local development in order to contribute to the building of a just and equitable society with the responsible participation of all social strata, particularly the most deprived. It intervenes in the areas of food security, health, nutrition, infrastructure rehabilitation, water and sanitation, functional literacy, support for elected local actors and community development in general in the Far North Region.

With a view to the implementation of its future activities and subject to funding, Tammounde is launching a call for applications for the recruitment of one (01) EHA Technical Supervisor




 

POSITION  : WASH Technical Supervisor

STATUS : Full Time

NATURE OF CONTRACT  : CDD

 

HIERARCHICAL MANAGER  : Program Coordinator

FUNCTIONAL LINK  : RRM Team

POSITION BASE : Logone and Chari Department as a priority with the possibility of being deployed in another Department of the Far North Region

DURATION OF CONTRACT  : 12 months renewable depending on financing

DESIRED START DATE OF THE PROJECT: April 1, 2024

POSITION DESCRIPTION: Under the direct responsibility of the Deputy Emergency Response Project Manager, the WASH Technical Supervisor is in charge of the technical monitoring of construction sites (construction of latrines, showers, wash houses, shelters, site development, landfill, storage of materials…) as part of the programs carried out by Tammounde and its partner PUI in the Far North region of Cameroon. He will be required to make field visits to the Maroua area as part of his current activities.

 

 

MAJOR RESPONSIBILITIES AND ACTIVITIES:

The major responsibilities of the WASH Technical Supervisor will be broken down into four areas as follows:

PROGRAM MONITORING

✓ Technical assistance before the start of construction sites

  • II/She participates in the identification of construction sites: evaluation of construction sites;
  • II/She participates in the development of the specifications relating to the various projects;
  • II/She produces a precise, detailed and exhaustive quantitative estimate of the materials and equipment necessary for the construction sites;
  • II/She produces plans, sections and other technical drawings of the works:
  • II/She participates in the contractor selection process and in the drafting of work contracts.

✓ Supervision and monitoring of construction/rehabilitation works

  • II/ She supervises and directs the construction work of latrines, showers, wash houses, landfills as well as the development and sanitation/drainage of sites, and any other work necessary to improve the reception of refugees/displaced people /others on grouping sites, depending on the activities to be carried out:
  • II/She ensures technical monitoring and control of the different phases of the work. He/She ensures that the work is carried out in compliance with technical contractual commitments (choice of locations, materials, tools, equipment and materials used, dimensions, concrete dosages and reinforcement for example.) and within the planned deadlines;
  • II/She defines upstream the intermediate acceptance stages which must be validated in order to authorize the continuation of the work by the contractors; II/She supervises, in collaboration with the logistics department, the reception and delivery of supplies purchased for its sites, as well as the storage and security of goods;
  • He/She proposes and implements monitoring and evaluation tools for effective implementation of activities and control tools to be used on his/her sites to guarantee good management or use of equipment and materials;
  • He/She regularly monitors the consumption or use of materials, equipment or equipment made available on construction sites;
  • He/She is the preferred contact for entrepreneurs on technical aspects. He/She is proactive and ensures that fluid and regular discussions are maintained with contractors during the construction period; He/She writes and sends official validation correspondence from his/her superior to entrepreneurs after validation of the hierarchy:
  • He/She ensures the link and feedback of information from the field to the administrative and operational team. He/She transmits weekly activity reports and reports any problem or technical difficulty to his/her supervisor;
  • II/She ensures compliance with safety procedures and legislation on all construction sites;
  • II/She guarantees respect for the ethics of Tammounde and its partners on construction sites (child labor, behavior towards communities, prostitution, misappropriation of aid, etc.);
  • II/She guarantees good relations with beneficiaries and traditional authorities;
  • He/She participates in the activities carried out by the sensitizers; II/She occasionally participates in strengthening the technical capacities of the team of awareness-raisers (monitoring-advice / additional training), depending on the needs identified by the Project Manager:
  • II/She participates in training and support for water management committees on technical issues.

 

 




 

♦ From the TAMMOUNDE Procedures

  • II/She ensures compliance with the internal procedures of Tammounde, its partners and those of donors;
  • II/She ensures that the schedules run smoothly and makes the necessary corrections for their completion, while informing her line manager;
  • II/She respects the security rules applied within TAMMOUNDE and its partners;
  • He/She must transmit to his/her superiors any information in his/her possession relating to security in the Tammounde intervention zone, or which may have consequences on this same zone.

♦ COORDINATION / REPORTING / REPRESENTATION

  • II/She participates in the collection and synthesis of data relating to the programs;
  • II/She regularly transmits information concerning the progress of the program to the WASH RP;
  • II/She ensures the proper involvement of the competent authorities in the implementation of TAMMOUNDE programs;
  • II/She represents TAMMOUNDE with the various stakeholders (beneficiaries, traditional and administrative authorities, partners, private operators, etc.), according to the directives of the TAMMOUNDE Coordination:
  • At the request of the hierarchy, he/she may be required to participate in coordination meetings inherent to his/her field of activity (inter NGO meeting, cluster, etc.).
  • He/she participates in internal and external meetings at the request of his/her superior;
  • He/she keeps the monitoring tools and his files archived at the Tammounde office and/or his partner, accessible to his activity manager;
  • He/she participates in writing the various project reports:
  • He/she respects the internal procedures of Tammounde and/or his partner;
  • He/she performs any other task at the request of his/her supervisor in strict compliance with procedures.

◆ ORIENTATION OF FUTURE ACTIVITIES:

  • With his/her line manager, he/she participates in the analysis of needs and the preparation of new activities or new projects, or the reorientation of current activities;

 

REQUIRED SKILLS AND QUALIFICATIONS

 

  • Hold at least a Baccalaureate + 3 in Hydraulics, Rural Engineering or Civil Engineering or any equivalent sector

Professional experience :

  • 2 years in an equivalent position (level of responsibility and sector of intervention) in particular Technician/Monitoring Engineer.
  • Work experience of at least six (06) months in a valued humanitarian structure.

Mandatory knowledge and skills

  • Knowledge of the construction of emergency latrines, durable latrines, showers, landfill;
  • Knowledge of civil engineering, site development;
  • Reporting and project monitoring;
  • Good writing and analytical skills
  • French
  • IT tool/Office Pack
  • Autocad, Power point, GIS

Knowledge and skills appreciated

  • Knowledge of the intervention area;
  • Ability to work in an international context;
  • Knowledge in building emergency infrastructure:
  • Good knowledge of PEAS principles;
  • Experience working with refugees/internally displaced persons
