1. Context

Founded in 1933 at the request of Albert Einstein, the International Rescue Committee (IRC) is one of the largest humanitarian organizations in the world. The IRC provides relief, rehabilitation and post-conflict reconstruction support to victims of oppression and violent conflict. Present in more than 40 countries, IRC’s mission is to help people whose lives and livelihoods are shattered by conflict and disaster to survive, recover and take charge of their future.

Faced with a growing humanitarian crisis, the IRC is launching emergency programs in the Far North region of Cameroon. Planned programs include environmental health, food security, women’s empowerment, and protection and rule of law.

2. Summary

The PAF Medical Officer will be responsible, under the direct supervision of the PAF Program Manager, for the planning, implementation, quality and reporting of medical care activities for survivors of gender-based violence for the entire program. It will provide technical monitoring of partners (health structures, CBOs, volunteers) in order to ensure compliance of interventions with standards and guidelines relating to the medical care of GBV survivors, through capacity building of the staff of IRC and all partners on related issues. This person will maintain relations with public health structures, as well as with regional and departmental authorities. She will represent the PAF program in coordination bodies when necessary. Finally, it monitors the health sector, specifically sexual and reproductive health, knows all the partners (public, national, international, NGOs), and participates in technical support within the framework of identification of new project proposals.

 




The main objective of this position is to ensure the technical quality of the activities of the PAF program, including emergency programming within the IRC for the response and prevention of gender-based violence, including the access to quality services.

The PAF Medical Officer works closely with the entire PAF team in the field, including psychosocial assistants, case workers, community mobilizers, case management officers and community education officers.

3. Area of ​​intervention

 

 

The PAF Medical Officer will be based in/am Kousseri with frequent trips throughout the Program’s coverage area as needed. It may be required to provide technical support throughout the Far North region.

4. Specific tasks:

1. Ensure the quality of medical care for GBV survivors and referral

In close collaboration with the IRC case management officers, the PAF Medical Officer will be responsible for:

• Ensure the proper application of care protocols by the various care players (medical, psychological, social);

• Adapt the tools to improve and standardize medical care and ensure that they are used correctly;

• Ensure the quality of training and sensitization aimed at health personnel but also at judicial personnel, local partners and the community;

• Ensure weekly supervision in all health facilities in the area to be covered: ensure staff capacity building, technical support, information collection as well as the link with other care services;

• Provide technical analysis of health facilities (check list, service mapping) in order to propose action plans to improve quality and access to care;

• Carry out a preliminary analysis of the cases identified and give technical advice for any referral to the appropriate services

• Interact with the health structures in order to ensure the quality of the services provided;

• Strengthen community capacities (volunteers, relays, health workers, community mobilizers, CBOs) on gender-based violence, emphasizing the need for treatment within 72 hours of the attack.

• Establish and ensure a monitoring mechanism to assess the availability of supported health facilities to provide appropriate medical care to GBV survivors;

• Provide technical support to colleagues from other components, including psychosocial and community education, PROL on matters related to medical services for survivors of gender-based violence and ensure the proper transmission of information to partners and the community;

• Participate in the evaluation of the general capacities and those specific to the care of survivors of gender-based violence at the level of partner organizations and FOSAs;

• Participate in the development of a training and support program in the field of medical and health care for the various partners, including the staff of health facilities;

• Conduct training for health care providers, as well as other survivor service providers, on the clinical care of survivors of sexual assault;

• In close collaboration with finance, ensure the financial and technical follow-up of all bills related to the health care of survivors of gender-based violence and any other case of protection, then ensure the link with the health structures;

• Intervene in the facilitation of certain sessions of the Girl Shine curriculum delivered to adolescent girls (in particular health, hygiene) and mobilize health personnel from partner public structures to intervene;

• Ensure the follow-up of the referral of survivors and other victims of human rights violations with particular attention to those lost to follow-up. The officer will liaise with the nursing staff to ensure follow-up appointments.

2. Responsible for the quality of health data / medical care

In close collaboration with the case management officers and the senior IRC M&E officer, the PAF Medical Officer will be responsible for:

• Ensuring the correct collection of information (intake form, referral sheets) at the level of partner health structures;

• Collect data and compile it into case management reports and databases (internal databases, GBVIMS);

• Ensure the compliance of databases and their functionality;

• Ensure compliance with direct data sharing principles, including confidentiality;

• Ensure the completeness and quality of data on tracking and monitoring tools;

• Support health structures in setting up a GBV case reporting system (registers, database, report in national health statistics tools);

• Ensure the technical support of the personnel of the health structures for the correct collection of information in order to improve the reporting relating to the medical care of survivors of GBV.

3. Guarantee the proper implementation of the medical care aspects of the projects

• Responsible for the achievement of the objectives, the achievement of the intermediate results described in the project documents, for the activities of the area covered.

• Plan and supervise the implementation of actions in accordance with the logical frameworks of the project and the evolution of the context.

• Ensure the smooth running of activities, monitoring of indicators, impact assessment in collaboration with the rest of the teams

• Maintain an adequate level of coordination with the WPE program manager, finance, logistics for the continuous supply of the monitoring and evaluation system and the preparation of the various project reports (monthly, interim, final, etc.)

• Ensure compliance with the supporting standards required by donors in the context of project management.

4. Institutional relations

• In collaboration with the PAF program manager, participate in departmental and regional or thematic consultation frameworks concerning health, specifically mental health and reproductive health;

• Maintenance of close relations with partners, particularly with UNFPA in the context of the supply of PEP kits to health structures.

5. Reporting and management

In close collaboration with the Case Management Officers and the IRC Senior M&E Officer, the PAF Medical Officer will be responsible for:

• Contributing to the drafting of internal and external monthly reports and monitoring tools .

• Write other reports at the request of the Program Manager or Coordinator in line with his/her profile.

• Participate in the organization of training and meetings organized by IRC and by partners.

OTHERS

The PAF Medical Officer may be required to perform any other tasks at the request of his superiors.

Qualifications

Required profile: Qualifications and skills

Academic level: SFE, IDE or doctor.
Experience of at least 3 years in the management of Sexual and Reproductive Health projects.
Experience of at least 3 years in a health structure of the State or in a private structure
Experience in the facilitation of training and workshops, and advice and support to other colleagues.
Experience in supervising departments and/or teams
Good understanding of gender, human rights, and issues related to violence against women and girls.
Good knowledge of SSR themes (GBV, FGM, gender, child marriage, etc.).
Good knowledge of Cameroon’s health system (including health pyramids, national strategies)
Understanding and ability to maintain confidentiality and respect for beneficiaries.
Mandatory writing ability.
IT: good level of use of the Office package (Word, Excel and PowerPoint).
Languages: French compulsory (oral and written), knowledge of several local languages ​​is strongly desired (Fulfulde, Hausa, etc.)
Personal skills: Capacity for organization and teamwork. Negotiating ability. Relational skills and diplomacy. Dynamism. Positive and professional attitude, with a spirit of solidarity. Has an organized approach, meets deadlines, maintains composure, works under pressure, coordinates multiple tasks but maintains attention to detail.
