Under the responsibility of: “Regional Head, Impact Monitoring and Reporting”, Africa
Supervises: Interns, Consultants as needed
Location: Yaoundé, Cameroon
Duration: One (01) year with possibility of renewal
Mission of the department:
The regional teams of WWF International are responsible for supporting and overseeing
national offices to ensure that they have the capacity and resources
necessary to deliver high conservation impact and results, while
meeting the high standards required for operations and the implementation of projects, as well as
for monitoring and evaluation.
Main Functions:
The “Manager, Impact Monitoring and Reporting” in the Congo Basin region will significantly contribute
to making the national offices in the region able to monitor and report
on progress and achievements against strategic plans and execution. projects,
in accordance with the commitments of the impact management team of the national office (COM)
aimed at strengthening approaches to conservation design,performance and monitoring
of the impact.
Specifically, they will provide technical leadership to strengthen planning, monitoring,
evaluation and learning within Congo Basin country offices. This position will be
responsible for supporting country offices in monitoring the lifecycle of strategic plans,
from strategic planning and implementation to monitoring and adaptive management.
This position will also support country offices in establishing a
well-designed PMEL framework for strategic plans, programs/projects and grants, and their
alignment with the office strategic plan, in accordance with project management standards
and WWF Network Conservation Programs (PPMS) and ensuring compliance with the
WWF International Country Office Strategy and Impact Monitoring Policy.
The post holder will play a key role in leveraging monitoring and evaluation data
to advise regional management and the country office in areas such as
evidence-based management, adaptive management, cost-effectiveness design and management
, accountability, knowledge management and
learning initiatives.

 




 

Finally, the incumbent will champion professional excellence and provide
thought leadership, to ensure the competency of the PMEL team and perform routine monitoring
of PMEL capacity development in country offices, to ensure
staff are highly qualified and capable of meeting PMEL standards and systems at the
network level or WWF International COM level.
Main tasks and responsibilities:
1. Planning
 Lead the development and supervision of strategic plans of country offices
in the Congo Basin region and ensure that corresponding monitoring data
is collected in a timely and rigorous manner.
 Support the overall process of developing and updating
office strategic plans, PMEL frameworks and annual work plans in accordance with
WWF Network Conservation Project and Program Management Standards (PPMS).
 Support COs in costing the strategy monitoring and evaluation plan,
ensuring inclusion of budget for all monitoring activities in the office, including
conservation activities, ESSF, risk , QA and others.
 Provide technical advice to country offices for the development of theories of
change, logical frameworks and PMEL frameworks at the strategy and
program/project level, in accordance with SGPP standards, and ensure that they are well
documented.
 Provide technical advice to country offices and facilitate the process of developing
clear and measurable objectives, results and indicators for the Office’s strategy, projects and
grants, while ensuring alignment with the strategy of the country, region
and secretariat.
 Support the development of a structured PMEL framework for all country office strategic plans
and associated projects, within the WWF
International PMEL solution.
 Facilitate the use of the WWF International PMEL solution for program/project design
, in compliance with WWF International standards and policies.
2. Monitoring, Evaluation and Reporting
 Support COs in designing data collection methodologies, tools and systems
to track and inform progress of programs/projects and grants
and office strategy in the deadlines.
 Facilitate the use of WWF International PMEL solution for data management
and reporting in accordance with WWF International standards.  Support COs in collecting, collating and analyzing quality data to
inform on progress and for adaptive management.
 Support the review of collected information and data to ensure it is
quality, accurate and timely to inform decisions.
 Support assessments and reviews carried out by liaison offices, including
advising on the adequacy of approaches and methodologies.
 Ensure compliance with policies, standards and protocols specific to the network and the secretariat.
 Lead the Congo Basin region’s internal and external reporting efforts and their
consolidation and/or synthesis, e.g. technical reports, impact reports,
donor reports and other information from projects and
programs.
 Work closely with the ESSF manager and CO PMEL managers
to integrate the ESSF framework and monitoring needs into the
offices’ annual monitoring plan.
3. Learning and adaptive management
 Promote a culture of adaptive management focused on results in countries of origin,
notably by developing a learning program for the countries of origin.
 Actively participate in the PMEL community of practice at regional, international
and network levels for sharing and learning.
 Facilitate quarterly review of progress against
country office annual work plan milestones.
 Guide the development of dashboards and other business intelligence products to
support learning and tracking progress towards key performance indicators for
the regional and CO leadership team to track progress and inform decision-making
.
 Support the coordination of the PMEL Community of Practice to promote and
facilitate dissemination of results, knowledge sharing and collaboration for
continuous learning in the national office.
 Support coordination and collaboration with research, academic
and other institutions in the Congo Basin to develop publications and contribute to
conservation knowledge.
 Lead and coordinate the development of CO capacity in PMEL.
This job description covers the main tasks and conveys the spirit of the type of tasks
expected of staff. Other tasks may be assigned as necessary based on
organizational needs. This role will require travel as needed (approximately 20%
of working time).
Required Qualifications, Skills and Competencies:
Required Qualifications:
 Master’s degree in natural resource management, environment, conservation management,
regional bio planning, social sciences, development studies, statistics, monitoring and
evaluation or relevant fields.
 5-7 years of hands-on experience in PMEL methodologies, project cycle management,
quality assurance, financial management, data analysis and report writing.
 Proven ability to lead and motivate PMEL staff, foster cross-country collaboration
and manage consultants.
 Additional qualifications in monitoring and evaluation and experience in
results-based management. Good knowledge of PPMS or open standards would be an
advantage. Required skills and competencies:
 Advanced and proven experience in data analysis and using monitoring
and evaluation data for reporting ‘impact.
 Experience working with people of varying levels and backgrounds,and proven ability
to translate concepts into tangible, actionable plans.
 Knowledge of Microsoft suite tools (Word, Excel, etc.) is essential. Experience
using advanced tools such as PowerBI, Tableau, R, Python, etc. is an
advantage.
 Experience in applying knowledge management and learning principles.
 Professional level proficiency in written and spoken English and French is
essential for this position.
 Flexibility to travel to Africa as needed.

Working Relations:
Internal – Under the supervision of the Regional Head, Impact Monitoring and Reporting within

WWF Congo Basin management team and National Office teams including
National Directors, Conservation Directors, Landscape Managers, Science Team,
Resource Mobilization Team, Project Managers and M&E Focal Points.
External – Interact with stakeholders and partners, particularly at the regional level,
including national government institutions, non-governmental organizations,
academic institutions, multilateral and development banks, media, donors
, specialists/consultants and other stakeholders, in collaboration with
national offices and the regional director for the Congo Basin.
